Attachment: <br />Resolution <br />Alignment Sketch <br />CONSENT # , a <br />CONSIDER REVISIONS TO THE CITY'S MUNICIPAL STATE AID SYSTEM <br />By: Steve Jankowski, City Engineer <br />Background: <br />The municipal state aid (MSA) system consists of collector roadways which are designated by the City and <br />approved by MnDot to be a part of this system. These roadways become eligible for funding from state gas <br />tax revenues for both construction and maintenance. In 2009 the City will receive $944,856 as its total <br />annual allocation. Currently the city elects to receive $330,700 (35 %) of its total allocation for maintenance. <br />and $614,156 for construction projects. <br />The total allocation the City receives each year is dependant upon two factors, population and the estimated <br />amount of dollars needed to bring the designated MSA system up to its required standards. In 2009 <br />participating cities will receive $16.72 per capita and $13.91 per $1,000 of documented need. The needs for <br />each city participating in the program are updated annually and submitted to MnDOT. The purpose of this <br />case is to address modifications which should be made to the City's MSA system to maximize the dollars <br />coming in. <br />The City is allowed to designate up to 20 % of its road system mileage onto the MSA system. Since the <br />allocation is proportional to the dollars needed to bring the system up to standards, it is advantageous to <br />designate the 0.66 miles which the City has available as a result of the December 31, 2008 annual mileage <br />certification. It is also helpful to designate nonexistent streets since they require greater cost to bring up to <br />MSA standards than a newly constructed street. <br />Staff proposes that a nonexistent segment of roadway consisting of 142nd Avenue and Traprock Street be <br />added to the system as illustrated on the attached figure. This nonexistent segment of roadway would extend <br />from the existing cul -de -sac on the east end of 142 " Avenue in the Alpaca Estates subdivision, along the <br />northern boundary of the future Anoka County regional park property to Traprock Street, and then north to a <br />nonexistent section of Riverdale Drive which is currently on the MSA system. It is a requirement that MSA <br />designations form continuous loops starting and ending on MSA designated roadways. This designation <br />would eliminate the City's available surplus mileage. <br />This system revision was recently submitted to the State Aid for Local Transportation department of <br />MnDOT for review, and they responded that it met their requirements for approval. It is necessary for the <br />City Council to pass a formal resolution requesting system revisions prior to May 1, 2009 in order for any <br />new additions to be included in the 2009 needs determination. <br />Recommendation: <br />Staff recommends approval of the attached resolution for the proposed MSA system revision. <br />Reviewed By: <br />Director of Public Works/Principal City Engineer <br />Street Supervisor <br />CC: 4/14/09 <br />—85— <br />
