<br />City Administrator Ulrich commented that the design would be similar to the Coon Rapids <br />station and explained some of the details. He advised that a large portion of the project is to <br />obtain the easement from BNSF. <br /> <br />Chairperson Riley confirmed that the Armstrong project would include a bypass of the highway <br />over the road and railroad. <br /> <br />Economic Development Coordinator Sullivan questioned if there was clear enough direction on <br />what the role of the EDA would be in the Town Center moving forward, and whether the work <br />plan would fall in line with the expectations of the Council. <br /> <br />Councilmember McGlone explained that since this is so fresh and new, the property is not yet <br />owned, he felt that the communication between the two groups should remain open. He did not <br />want to give a direction to the EDA that may need to be changed during this process. <br /> <br />Member Elvig agreed with Councilmember McGlone. He thought that the City was in <br />information gathering mode currently and would be until the sale goes through. He thought that <br />people with more retail knowledge should be brought in for the conference. <br /> <br />Economic Development Coordinator Sullivan commented that anyone interested would need to <br />let him know today, so that he could confirm availability. <br /> <br />Member Elvig suggested Mike Mulroney. <br /> <br />Mayor Ramsey questioned if the business park could be extended towards Armstrong, to utilize <br />the interchange. <br /> <br />Community Development Director Miller thought that would be better addressed by the Planning <br />Commission. <br /> <br />Chairperson Riley agreed that was something that could be added to the list for the EDA. <br /> <br />Member Elvig advised that the real problem with that project was the access of Highway 10. <br /> <br />Member Kiefer questioned in terms of design, if the overpass would align with the future bridge <br />crossmg. <br /> <br />City Administrator Ulrich advised that it would be two different crossing points, as the <br />Armstrong interchange would move forward much before the bridge crossing. <br /> <br />Mayor Ramsey understood that in the future, if the interchange were in place on Armstrong, it <br />would be kept when the bridge crossing comes along. He did not think that the Armstrong <br />interchange could occur after the bridge crossing, as there wOllld be a limit. <br /> <br />Member Kiefer was concerned with limitations on crossings. <br /> <br />Joint Economic Development Authority!City Council!
