Member Elvig advised that there would be an option to connect both crossings on an elevated
platform.

Mayor Ramsey stated that he was comfortable with the EDA work plan. He wanted to ensure
that the rest of the City was not forgotten in this process, so that the perception of the public was
not that Town Center was the only focus.

Chairperson Riley thought that would be more of a PR effort, as the EDA has not had much
focus on the Town Center project.

Mayor Ramsey commented that a few businesses felt that they did not get sufficient treatment
from Ramsey and took their business to the City of Elk River instead.

Member Elvig thought that there were blocks of things that the EDA could focus on. He
suggested adding an item regarding existing business. He advised in terms of the City
Newsletter, maybe advertisements could be looked at. He thought that the EDA could also look
at opportunities for stimulus funds as well.

Economic Development Coordinator Sullivan commented that the EDA has authorized two
people to attend the conference and confirmed that he and Mike Mulroney would attend,
assuming that Mr. Mulroney could attend. He advised that in order for full registration the
deadline would be the end of March. He advised that any additional people would need to be
approved via a motion. He thought that if a deal were going to be made, a Councilmember might
be helpful at the conference.

Member Elvig thought that the current Council was very active. He thought that two
Councilmembers would be beneficial in attending the conference. He advised that Member
Look had actually thought possibly three Councilmembers attend that meeting. He thought that
everyone needed to be in information gathering mode.

Chairperson Riley questioned if the Council was going to be developing that property or if a
developer would be hired.

Member Elvig thought that the information gained would be beneficial when speaking with
developers.

Member LeTourneau agreed that the process this time around would be more of a discovery and
networking opportunity. He wanted to ensure that whoever attends the conference focuses on
those things.

Mayor Ramsey advised that there are interested parties looking for properties. He hoped that
there would be something bigger that would come, but thought that the City would have
somewhat of a developer role in the smaller parcels.

Chairperson Riley did not expect the Councilmembers to be experts on commercial
development.

Joint Economic Development Authority/City Council / March 19, 2009
Page 8 of 11 .
