The Tinklenberg Group

The interchange of strategies and solutions

City of Ramsey J Economic Development Authority
Consulting Services Agreement
April 2009

The City of Ramsey Economic Development Authority (EDA), in cooperation with its private
sector partners, hasdetermil1ed that efforts to pursue federal funding for highway and transit
infrastructure improve.ments in the City of Ramsey are warranted at this time. More specifically
these improvements include an interchange at Trunk Highway 10 (TH10) and Armstrong
Boulevard, and a commuter rail station as proposed in the Ramsey Town Center.

This agreement for consulting services maintains those tasks associated with drafting and
submitting federal funding requests as part of the Reauthorization Bill. This work will also
involve closely monitoring application processes, and promoting and communicating project
needs to the appropriate decision-makers.

The work described within this proposal is effective from the time the agreement is signed by
both parties through December 31, 2009. The majority of this work shall occur within the first
six months of the year based on the federal funding schedule of activities.

Invoices shall be provided on a monthly basis; total cost shall not exceed a total of $36,000.
Travel and other expenses will be billed separately and in addition to consulting services; all
expenses shall be approved in advance.

Agreed and Approved By:

Terri Neely Tinklenberg, Vice-President
The Tinklenberg Group

Christopher Riley, Chair
City of Ramsey EDA

Date

Date

10
