<br /> <br />The Tinklenberg Group <br /> <br />The interchange of strategies and solutions <br /> <br />City of Ramsey <br />Consulting Services Funding Proposal <br />April 2009 ' <br /> <br />The Tinklenberg Group respectfully submits the following proposal in response to the City of <br />Ramsey Economic Development Authority's (EDA) interest to pursue federal funding as part of <br />the 2010 Reauthorization Bill in an effort to advance transportation and transit improvements in <br />the City of Ramsey. <br /> <br />The Tinklenberg Group shall assist the City to acquire funds that would allow for project <br />development and construction of an interchange at Trunk Highway 10 (TH10) and Armstrong <br />Boulevard, and to advance the planned commuter rail station in the Ramsey Town Center as <br />part of the Northstar Commuter Rail line. Recognizing the EOA's intent to collaborate with its <br />private sector partners, The Tinklenberg Group will work with all parties to enhance coordination <br />and maximize joint efforts. ' <br /> <br />This work will include drafting and submitting Reauthorization applications fqr both projects, <br />monitoring application processes, and promoting and communicating project needs to <br />Minnesota's local, state and federal elected officials. The tasks The Tinklenberg Group shall <br />perform in detail are provided below: <br /> <br />. Obtain Reauthorization request forms from Congressional offices and complete for both the <br />interchange and rail project; identify app.ropriate agency sources for each. <br />. Develop project materials to reflect current status, cost estimates, schedules and project <br />development processes for the interchange and rail station; utilize materials as part of <br />discussions and for inclusion in funding packets. <br />. Draft Resolutions and Letters of Support and assist in obtaining sig(led documents from <br />various sources including appropriate public agencies, local businesses and other <br />supporters to include in funding packets. <br />. Monitor submittal process to ensure congressional leaders and staff representatives in both <br />the House and Senate receive and process funding requests; maintain contact with <br />appropriate federal offices responsible for tracking and management of requests. <br />. Work with other congressional offices to exchange information and encourage support; <br />respond to questions and requests for additional information. <br />. Arrange visits with congressional leaders and policy leaders/staff as directed, locally and in <br />Washington D.C. <br />. Maintain a monthly presence in Washington D.C. on behalf of the City to ensure a high level <br />of project awareness and exposure. <br />. Provide regular communication in the form of em ail updates and other correspondence to <br />ensure all parties are apprised of progress, needs and outcomes throughout the process. <br />. Coordinate as directed and as appropriate with other local businesses'and stakeholders. <br /> <br />Timing and Cost <br /> <br />11 <br />
