7.13.13 Billable Transactions. a. The billable transaction fee shall be classified according to the medium by which daily reports required by .section 7.13.14 are submitted to the police department. These classifications shall be as follows: 1. Modem 2. Manual b. The billable transaction license fee shall reflect the cost of processing transactions from the respective classifications and other related regulatory expenses as determined by the city council, and shall be reviewed and adjusted, if necessary. Pawnbrokers shall be notified in-writing thirty (30) days before any adjustment is implemented. The billable transaction fee for modem transactions shall not exceed the billable transaction fee for manual transactions. . _ 1. The initial. billable transaction fee for modem transaction shall be established by the City Council per the City's fee- schedule. The transaction fee will be charged per transaction, regardless of the number of items in that transaction. 2.
