<br />CASE #5 <br /> <br />ACCEPT PLANS AND SPECIFICATIONS FOR CITY PROJECT #08-27, <br />167TH AVENUE NW REALIGMENT, AND AUTHORIZE FOR BID <br />By: Tim Himmer, City Engineer <br /> <br />Background: <br /> <br />On April 8, 2008 City Council authorized staff to prepare plans and specifications for the <br />realignment of I 67th Avenue NW. As you may recall this realignment related to segment one <br />only (Nowthen Boulevard to Limonite Street). During that meeting staff expressed interest in <br />expanding the project approximately 500 feet to the west to eliminate the next set of drastic <br />. curves along 166th Avenue NW, and including municipal utilities in the design; both of which <br />were subsequently approved. . <br /> <br />The original overall proposed alignment showed drastic impacts to the home located at 7131 <br />1 66th Avenue NW, most likely amounting to a totaltaking of that property. Three alternative <br />roadway alignments were advanced and discussed several times with the City Council, and the <br />final decision was made on June 24, 2008 settling on the current alignment. The chosen <br />alignment was a compromise which resulted in a 25 mile per hour design curve through the <br />western end of the project, thereby reducing the impacts to the existing residents and wetland. <br />The reduced design speed through this curve necessitates the need for a variance from: MnDOT, <br />which i$ tentatively scheduled to be heard on June 11,2009: A council resolution is required. <br />and attached to this case for consideration. <br /> <br />Staff has received comments from all reviewing agencies, all of which are favorable for the <br />project. Due to our design in reducing impacts to the existing wetland on 1 66th Avenue we will <br />be able to utilize State banking credits for the minor impacts proposed. State Aid will cover <br />100% of the cost for the proposed storm sewer and associated ponding. The County has stated <br />they are supportive of the project, but a right turn lane from southbound CSAH 5 must be <br />constructed at this time. They also commented that an agreement should be put in place which <br />states that left turn lanes will be constructed on CSAH 5 when 16ih Avenue is extended west to <br />Variolite; a formal agreement will be forthcoming in the future. <br /> <br />Observations: <br /> <br />Acquisition <br /> <br />A total of 6 parcels will be impacted by this project; 4 fee title takings for right-of-way and <br />ponding, and 2 temporary easements for construction purposes. The total cost of these <br />acquisitions has been negotiated to an amount of $183,800 (to be reimbursed through State Aid <br />dollars), and construction improvements primarily related to access drives and utility stubs. It <br />should be noted that a case will be heard at the Board of Appeals meeting later this evening <br />allowing for some of these properties to be subdivided, which is required prior to property <br />transfer and recording. Due to the specialized work required for these acquisitions and pending <br />subdivision, staff is requesting a sum of $10,000 to be utilized to pay for registered surveying <br />services required for the preparation of the surveys, legal descriptions, and setting of iron <br />monuments to delineate the new property lines. <br /> <br />Proposed Street Improvements <br /> <br />I 66th/I 67th Avenue is proposed to be reconstructed to. MSA standards, including a 9 ton design <br />and 32 foot width; which would allow for parking on one side (a formal resolution is required <br />for this parking restriction and attached to this case for consideration).
