<br />infrastructure will be utilized to. the extent feasible" and all streets will remain close to the <br />existing grades (with adjustments to account for surface drainage) and alignment (to limit the <br />impacts to adjacent properties). A 10' bituminous trail is proposed along the northerly right-of- <br />way line, and storm sewer and ponding is proposed to accommodate surface drainage and <br />treatment thro~gh the corridor. <br /> <br />Proposed Municival Utilities <br /> <br />An 8 inch PVC sanitary sewer is proposed to be extended within the project area from its <br />existing location at the intersection of Limonite Street and 166th Avenue, and 4" service <br />connections will be provided to each lot of record that cannot be subdivided in the future. <br />Additional 8" stubs will be installed at intersection and adjacent to larger land tracts to provide <br />an adequate connection for future extension and to provide the greatest flexibility of future sewer <br />use. <br /> <br />The water utility is proposed to be looped, as it is currently located along Nowthen Boulevard <br />and at the intersection of Limonite Street and 166th Avenue. This includes an 8" ductile iron <br />pipe (DIP), connecting the existing trunk lines located on either end of the proposed <br />improvement area, and 1" service connections provided at each lot of record that cannot be <br />subdivided in the future. Additional 8" stubs will be installed at intersections and adjacent to <br />larger land tracts to provide an adequate connection for future extension. <br /> <br />These water utility improvements would enhance the fire fighting abilities and improve system <br />reliability for the households in the area. In addition, installation of municipal utilities as part of <br />this project would reduce future impacts and expenditures in the neighbQrhood, as well as <br />pr6vidingsystem flexibility and another alternative should individual water and/or sewer <br />systems fail. It should be noted that some property owners have requested individual services to <br />their parcels as part of this project and staff has evaluated each request & included them in the <br />design as proposed. If the Council should choose to eliminate them for cost considerations it <br />. should be stated, but staff is comfortable including them in the project as those costs would be <br />recouped through future connections, and it would serve to protect the integrity of the roadway <br />from future cuts and patches. <br /> <br />Funding: <br /> <br />The ,majority of the roadway project including design, acquisition, street and trail construction, <br />and storm sewer installation will be funded with MSA dollars. The wetland impacts/mitigation <br />will be handled with State banking credits. It is estimated that total MSA expenditures for this <br />project are $760,000 + $183,800 for acquisition & esmts. The sanitary sewer and watermain <br />portions ofthis project are proposed to be funded through their corresponding Utility Funds. It is <br />estimated that $200,000 would be financed through the Water Utility Fund, and $220,000 <br />through the Sewer Utility Fund. The only portions of the project that may be funded through the <br />City's Street Improvement Fund would include the minor revision to create a cul-de-sac at the <br />north end of Jaspar Street, and potentially the turn lane construction on CSAH 5 (which staff <br />believes should be State Aid eligible); these improvements are estimated to be approximately <br />$25,000. <br /> <br />Staff Recommendation: <br /> <br />Staff reco~ends accepting the plans and specification for City project #08-27, 167th Avenue <br />realigIlITl,ent, and authorizing it for bid. It is further recommended to adopt resolution #09-04- <br />XXX related to the 25 mile per hour design variance, resolution #09-04-XXX related to the <br /> <br />-196- <br />
