Councihnember Jeffrey indicated the roundabout and the boulevard median would be good features for the development as long as they are maintained. The Council and staff discussed maneuverability for snow plow and emergency vehicles in relation to the cul-de-sac median. Councilmember Cook stated he would like to have the cul-de-sac median looked at closer. COllnci I member Elvig concurred. . Assistant Public Works Director Olson explained these issues do not need to be determined at the time of preliminary plat. Staff can work through the design and bring it back at final plat. He indicated there are a couple of other issues to address. Based on past experiences with County officials, accesses onto County roads are eliminated as much as possible. The second connection to Nowthen Boulevard may be an issue and could be turned into a cul-de-sac instead or second access. Councilmcmber Olson inquired about the distance between the two accesses onto Nowthen Boulevard. Assistant Public Works Director Olson replied the distance between the accesses would be approximately 1/8 mik He indicated the last issue to discuss is the connection to l67th Avenue via Marble Street recommended by staff. He explained generally everyone in this subdivision will be traveling south and east. There currently are a number of accesses, one to 16th Avenue, two to the existing neighborhood on the east, and two proposed on CR 5. The number of households expected to utilize the proposed access to 167th Avenue is aPfroximately 260 vehicles. This would be close to 500 trips per day that would utilize the l67t Avenue access, rather than past existing homeowners going south on 167th A venue with the future realignment of 16i" Avenue. The Planning Commission recommended against including the access. Staff recommends including an outlot to allow for the access that would be released if the property to the east develops and provides an alternative connection. Council member Strommen requested clarification that the idea is to preserve the outlot for the possibility of a future connection, and that there would not be a connection at the end of the Ovcrtooms' driveway if they do not redevelop their property. Assistant Public Works Director Olson responded in the affirmative. Councilmember Elvig expressed concern with wrapping up this entire project, which has so many facets to it, into another larger contingency of the east/west lateral, which is a much larger conversation for the City overall.
