Motion by Councilmember Cook, seconded by Councilmember Olson, to approve the
preliminary plat for Brookfield Addition, with the above discussion relating to the cuI-de-sac
island, the roundabout, and the cul-de-sac off 16ih Avenue to be handled by staff. The motion
includes the following conditions:
a.' Compliance with City Staff Review Letter dated August 3,2005, revised September
9,2005;
b. Submission of a revised preliminary plat that includes a trail on the west side of
Nowthen Blvd., from the northern plat boundary to 167th Avenue;
c. Submission of a revised landscaping plan;
d. Approval by Anoka County of the southerly access to Nowthen Blvd;
c. Extension of municipal sewer and water to the property

Further discussion: John Peterson, applicant, reviewed the following concerns associated with
the staff rcp0l1:

Densilv transitioning: The staff report discusses a strip of land being in common ownership.
This is a bit of a difficulty in this situation, as there is a regular City lot there that cannot include
common ownership. He explained screening can be done in this area.

Screenin!{ with the outlots: It is very likely that this area will be developed into residential lots
very soon. It would seem to be a good idea to utilize screening in this area. The lots adjacent to
the OVCl'toom property were made deeper, and. there is a natural buffer they are planning on
supplementing.

Second access to Nowthen Blvd: This request will be withdrawn. It was an attempt to direct
some traffic away from Gamet Street, but it will not likely be approved. He indicated he has
spoken to all of the neighbors, and he has a plan showing the road going out to Gamet Street. At
this time it would have to be a temporary cul-de-sac.

Cul-de-sac median: He is willing to eliminate the cul-de-sac median.

Further discussion: Community Development Director Trudgeop. advised regarding the density
transitioning, there are a couple of other options in the density transitioning ordinance other than
common ownership. Many times a case by case basis is used with a combination of what makes
sense, such as a combination of berms, landscaping and fencing. Mr. Peterson would like to do
more landscaping and berms versus common ownership, and they can determine a mix that will
"\lork for the transitioning. Jim Overtoorn, 16660 Jasper Street, stated he has an issue with
density transitioning relative to this plat. Mr. Peterson has come a long way with trying to
rectify the issues he has, butthere are nine separate lots abutting his property. He questioned if
the landscaping that is there already and that will be supplemented by Mr. Peterson provides for
the density transitioning or if it will just provide screening. He questioned how the Council can
approve this preliminary plat with the preferred alignment for the east/west corridor running
through the plat without discussing the relocation of the 167th corridor. He stated the discussion
of this corridor should occur tonight and be part of the decision about this plat. Councilmember
Elvig exj1lained the Council held a work session recently where they discussed the northern and
southern cast/west corridor. The consensus of the Council was that the southern extension is the
preferred route. His concern was tying up this project with contingencies on properties and other
things associated with moving forward on the corridor. Mr. Overtoom indicated Mr. Peterson

City Council / September 13, 2005
Page 16 of 33
