Chairperson Johns felt that the Commission was in agreement that this is something that they
would like to do and would be beneficial to the community.

Commissioner Backous {eIt that youth organizations may be willing to contribute to the policing
of the facility if this were made an option.

Consensus of the Commission was to possibly install the locks on the concession building. It
was determined that the funding and maintenance issues would need to be worked out prior to
installation.

Commissioner Barr left the meeting at 8: 1 0 p.m.

Commissioner Hansen thought that the youth associations could review the bathrooms at the end
of the night to ensure that the bathroom is presentable to the public during the day and cleaning
by park staff occurring in the afternoon. He thought that the general cleaning of the bathroom
could be done by the concession workers at the end of the night. He suggested holding a trial
period and if the bathrooms are not being maintained they would not be open during the day.

Parks Supervisor Riverblood questioned funding opportunities.

Commissioner Hansen questioned if the funding could come from the Park fund.

Parks Supervisor Riverblood confirmed that the funds could come from that Park fund. He
questioned if matching moneys would be available from the youth associations, along with
commitments to help clean-up the bathrooms.

Chairperson Johns confirmed that a lot of the use was coming from the youth associations.

Commissioner Hansen advised that he would look into that option.

Chairperson Johns suggested doing a matching funds project through the lawful gambling fund
with the youth association. She realized that it was a hard time to ask the City to spend money,
along with staffing issues. She thought it would be a nice gesture on the part of the youth
association if possible.

Commissioner Hansen questioned if funds were matched by the youth association, could the
project then be completed by the end of April.

Commissioner Backous felt that this amount of funding would be available should the youth
association not be able to contribute.

Motion by Commissioner Hansen, seconded by Commissioner Backous, to install the locks on
the concession building, with the possibility of matching funds and volunteer efforts from the
youth associations, and remaining funds coming from the lawful gambling fund.

Park and Recreation CommissionlMarch 12, 2009
Page 11 of 15
