<br />Councilmember Dehen stated that he has been an advocate for doing away with the assessment <br />policy, as the City knows it. He stated that if there was specific legislation that will allow us to <br />tax for this, he would be in favor of it. <br /> <br />Councilmember Wise stated that since the legislation isn't going to happen anytime soon, the <br />City will need to come up with standards and policies. He noted that he doesn't like the idea of <br />taxing people, but everybody uses the roads. He gave some background information on concrete <br />roadways and their lifespan. <br /> <br />Councilmember Elvig stated that this started because of Andrie Street. He stated that he is for <br />doing the same thing with the roads as has been done for Storm Water Management, if the City <br />can find the mechanism to do it. <br /> <br />The Council discussed assessments versus taxation for road improvements. <br /> <br />Acting Mayor Look stated that the consensus appears to be that the Council would support a <br />Street Improvement District, however, legally it doesn't exist right now. <br /> <br />Councilmember Elvig stated that he is in support of having some sort of policy, but it isn't <br />anything the City can afford right now. He asked if the City could set up our own taxing district. <br /> <br />Councilmember Wise stated that if the City is looking at funding transportation issues, sidewalks <br />should be included. <br /> <br />Mayor Ramsey arrived at 6:26 p.m. and asked Acting Mayor Look to continue running the <br />meeting. <br /> <br />Councilmember Elvig left at 6:27 p.m. <br /> <br />Public Works Director Olson noted that the City of Minnetonka has no assessments and spends <br />$8 of every $10 on streets and public safety and Ramsey spends about $4.80 of every $10 on the <br />same things. He stated that he thinks that staff has enough feedback from the Council for now. <br /> <br />2) Lease Property Management <br /> <br />Economic Development Coordinator Sullivan presented the staff report. He noted that the <br />current property manager, Marty Fisher, is present to answer questions. He explained the role <br />the property manager plays and noted that past Councils did not want staff spending a lot of time <br />dealing with these issues. <br /> <br />Councilmember McGlone stated that he isn't too thrilled about paying a realtor to manage <br />property. He stated that in the past staff has been busier than they are now and stated that he <br />didn't think the City should continue to pay a maintenance or carrying fee right now. <br /> <br />City Council Work Session / March 24, 2009 <br />Page 2 of 4 <br />
