Councilmember Jeffrey stated that he was part of the previous Council and they hired Premier
Commercial Properties because they are more than just a realty company; they are also involved
in property management.

There was discussion about actual yearly costs related to the lease properties, including repair
costs and monthly fees.

Acting Mayor Look stated that his concern was primarily with the NAU building and he doesn't
know if it is advantageous for us to pay for marketing and try to find a tenant when the City
really doesn't have a desire to rent the space out because it doesn't want to kick Youth First out.

Economic Development Coordinator Sullivan suggested that if a building is fully leased, perhaps
there could be a lesser rate or fee structure for property management. He stated that he thinks it
may be important to hear from Mr. Fisher on what he does on a day-to-day basis to manage the
properties.

Councilmember Dehen stated that he thinks there should be a policy discussion about what
should happen when the City buys RALF properties. He stated that he is of the opinion that
when the City buys these properties they should be taken down and doesn't think the City should
be in the leasing business.

There was discussion about the reasons why to keep some buildings on the tax rolls as long as
possible.

Councilmember Wise reiterated his question about the need for property management services
right now.

Mayor Ramsey stated that he thinks the Council needs a cost benefit analysis to see if it is
prudent to keep the properties and have a management arrangement or just a realtor to market the
property.

City Administrator Ulrich stated that staff will pull together this information and bring it back for
the Council discussion and will also talk to Premier Commercial Properties also about some
possible rate changes.

MAYOR, COUNCIL AND STAFF INPUT

None

ADJOURNMENT

The Work Session of the City Council was adjourned at 6:57 p.m.

Respectfully submitted,

City Council Work Session I March 24, 2009
, Page 3 of 4
