Absent: Councilmember Elvig. <br /> <br />COUNCIL BUSINESS <br /> <br />Case #1: <br /> <br />Consider Resolution Requesting the Anoka County Regional Rail Authority <br />and Northstar Corridor Development Authority to Initiate the Final Design <br />and Environmental Documentation to Provide a Fully-Functioning Rail <br />Station in the City of Ramsey <br /> <br />City Administrator Ulrich presented the staff report. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Dehen, to approve Resolution <br />#09-03-064 requesting the Anoka County Regional Rail Authority and Northstar Corridor <br />Development Authority Initiate the Final Design and Environmental Documentation to Provide a <br />Fully Functioning Rail Station in the City of Ramsey. <br /> <br />Further Discussion: Mayor Ramsey requested that this project be overlaid with the potential <br />realignment of Highway 10 so people can see where this will land. <br /> <br />Motion carried. Absent: Councilmember Elvig. <br /> <br />Case #2: <br /> <br />Introduce Ordinance to Amend City Code Chapter 9.03 (Administration) <br />Related to an Administrative Site Plan Review Process in Business and <br />Employment Districts; Case of City of Ramsey <br /> <br />Associate Planner Gladhill presented the staff report. <br /> <br />Councilmember Dehen stated that he supports simplifying processes and costs for residents but <br />has concern about oversight. He suggested including a step to have the City Administrator sign <br />off so there is one more check in place to make sure there isn't something wild and really <br />unusual that gets through administratively. <br /> <br />Associate Planner Gladhill noted that approval is at the discretion of the Zoning Administrator <br />and also they proposed that any Site Plan approval handled administratively would be noted in <br />the Consent Agenda as well as notification to the Planning Commission at their monthly <br />meeting. <br /> <br />Councilmember Look stated that if it just in the Consent Agenda, the Council wouldn't be keyed <br />into the process and wouldn't have answers to questions from residents or neighbors. <br /> <br />Community Development Director Miller suggested that the information could be included in the <br />Weekly Update with some background information. · <br /> <br />City Council / March 24, 2009 <br />Page 4 of9 <br />
