Councilmember Dehen suggested that this would not give the Council any time to respond and
suggested that it be published in the Weekly Update and then there be a IO-day waiting period
before anything is approved.

Councilmember Jeffrey suggested a portion of the Weekly Update be designated as a "Status
Report" for things that are coming on line, so the Council knows what things are coming up and
their background information.

Motion by Councilmember Jeffrey, seconded by Councilmember McGlone, to introduce the
ordinance to amend City Code Section 9.03.

Further Discussion: Associate Planner Gladhill asked if the Council wanted to put this
information in the Weekly Update with a 10 day waiting period before the Zoning Administrator
approves it. Councilmember Jeffrey stated that he likes the idea of having it as an "Open for
Consideration" or a "Status Report" section, but doesn't necessarily feel a 10-day waiting period
is necessary. Councilmember Dehen asked for the City Attorney's opinion. City Attorney
Goodrich stated that the City. is creating the timeframe so it can be dictated as they wish.
Councilmember Dehen asked if he felt a waiting period of two weeks would be more
appropriate. Associate Planner Gladhill stated that part of the reason for administrative review
was to shorten the length of time this process takes, so a longer review time would take us back
to our current time frame. Mayor Ramsey asked for an explanation of what happens in the
current process. Associate Planner Gladhill reviewed the current process and timeline for these
applications. Councilmember Jeffrey asked if the same updates would be given to the Planning
Commission during this possible 14-day waiting period. Associate Planner Gladhill stated that
normally the Planning Commission only gets monthly information. Councilmember Jeffrey
stated that if the Council is notified through the Weekly Update, the City should also update the
Planning Commission through e-mail. Councilmember Wise stated that he likes the idea of
making things simple and clean. Councilmember McGlone asked about the process for when
there did need to be official review by the Planning Commission. City Administrator Ulrich
stated that he would like to go back to an earlier suggestion that he be involved in the approval
process.

Amended motion by Councilmember Jeffrey, seconded by Councilmember Wise, to introduce
the ordinance to extend City Code Section 9.03 (Administration) and include a 14 day waiting
period before the application is eligible to be approved; that at least two updates will be given to
the Council; that the Zoning Administrator make a recommendation to the City Administrator for
his approval; and that the Planning Commission gets an update of this process along with the
Council.

Amended motion carried. Voting Yes: Mayor Ramsey, Councilmembers Jeffrey, Wise, Dehen,
Look, and McGlone. Voting No: None. Absent: Councilmember Elvig.

Case #3:

Consider Resolution Requesting Anoka County Parks to Proceed with a Boat
Landing and Pier for Mississippi West Regional Park

Parks Supervisor Riverblood presented the staff report and reviewed the suggested resolution.

City Council / March 24, 2009
PageS of 9
