Councilmember Dehen stated that he is in favor of providing Ramsey with an access for a boat
landing and fishing pier. He asked if there was any way the City can encourage the County to
proceed with a feasibility study.

Parks Supervisor Riverblood stated that the $18,000 is a small "carrot" for the County along with
an official resolution. He noted that they need to hear from the City about the importance that
access in Ramsey be considered.

Motion by Mayor Ramsey, seconded by Councilmember Dehen, to adopt Resolution #09-03-
065, supporting a feasibility study for the development of a boat landing and fishing
opportunities within Mississippi Regional Park.

Motion carried. Voting Yes: Mayor Ramsey, Councilmembers Dehen, Jeffrey, Look, McGlone,
and Wise. Voting No: None. Absent: Councilmember Elvig.

Case #4:

Consider Resolution #09-XXX Authorizing the Construction of Sunfish Lake
Park and Trail and Entering Into a Contract with American Liberty
Construction, Inc.

Parks Supervisor Riverblood presented the staff report and reviewed the bids received. He noted
the low bidder was American Liberty Construction, Inc. at $229,501.19 with an alternate bid of
$58, 088.62 and noted that Julian Johnson Construction Corporation of Ramsey is one of the
subcontractors for this project. He reviewed his spreadsheet that outlined the funding
source/dollar amount, activity/improvement and the recipient. He stated that they are suggesting
that construction of the boardwalk and T dock into the lake be done in-house, which is what the
alternate bid covered.

Councilmember Look stated that there were comments received from the public on why the City
would spend money on a park in this economy. He stated that he thinks it is important for
residents to know that the residents of Village of Sunfish Lake have already paid money for the
park and it isn't necessarily coming out ofthe General Fund.

Parks Supervisor Riverblood distributed information he put together on how much money a.
family could save per year if they took just one trip to Sunfish Lake Park rather than a different
recreational activity elsewhere in the area.

Motion by Councilmember Look, seconded by Councilmember Dehen, to adopt Resolution #09-
03-066 awarding Improvement Project #08-22, Sunfish Lake Park and Trail Project and
authorizing entering into a contract with American Liberty Construction, Inc.

Motion carried. V oting Yes: Mayor Ramsey and Councilmember Look, Dehen, Jeffrey,
McGlone, and Wise. Voting No: None.
