Please welcome Andrew Dunaway as the newest member of the <br />Planning Commission. <br /> <br />City Council Update. The following is a brief summary of actions taken in April 2009 that may be of <br />interest to the Planning Commission: <br /> <br />Requestfor an Interim Use Permit to Allow a Place of Assembly in theH-1 Highway Business District. <br />qty'Council approved the request from Freedom Christian Center to operate a place of assembly in the <br />facility also occupied by B & B Carpet on High5Vay 10. As part of that approval, the Applicant was in the <br />process of acquiring a cross access agreement with an adjacent property owner to satisfy parking <br />requirements. Since that tjrne, the Applicant has amended the parking plan to create additional parking <br />spaces on the Subject Property, generally aCQeptable to City Staff. Staff will be forwarding the request <br />fot an amendment to the approval for parking requirements. <br /> <br />Requestfor a Conditional Use Perniit to Operate a Daycare in the B-2 Business District. City Council <br />approved a request. to operate a daycare in the multi-tenant commercial facility at the southwest <br />intersection of 167ili Avenue and Saint Francis Boulevard. <br /> <br />PotentialBusiness Park. PSD, LLC presented a concept plan for property owned by Pearson Properties <br />of Ramsey, LLC along Highway 10. As the Planning Commission may recall, the draft Comprehensive. <br />Plan. shows a change in iand use to Business Park. It ~ppears that the concept plan generally would <br />conform with the intent as well as goals and strategies outlined in the Comprehensive Plan. . Staff will <br />continue to work with. the property owner. t6 refme traffic patterns, actual uses, density transition, etc. <br />Since the draft Comprehensive Plan is not yet adopted, it is premature for the property owner to submit an <br />application, and Staff is not aware . of the actual timeline of any submittal. Staff would explore <br />opportunities for a collaborative public input workshop prior to any Public Hearjng as feasible.. <br /> <br />Opposition ofHF 1973. The City Council passed a resolution opposing House File 1973 dealing with <br />amendment to the Critical Rivers and Shoreland Overlay Districts. Initially, it appeared that this bill was <br />intended to streamline review by merging the two sections and removing unnecessary, duplicative text. <br />However, many cities have'begun opposing the bill because it appears that it may take local control away <br />from land use decision~. Staff will investigate further the impacts of the bill as it relates to the overlay <br />districts in Ramsey. <br /> <br />Repeal of Wetland Protection Ordinance. The City Council adopted an ordinance to repeal City Code <br />Section 9.26 entitled Wetland Protection. As part of that adoption, Staff was directed to proceed with a <br /> <br />27 <br />
