collaborative public workshop to refme the intent and details of the previous ordinance. Staff will
schedule the workshop in conjunction with the next Ramsey Resident distribution in July.

Topsoil Ordinance. The City Council adopted an ordinance to establish Topsoil requirements for
_ construction of new principal structures. Four ( 4) inches of topsoil meeting certain specifications will be
required to be laid whenever. a new principal structure is constructed. This would not apply to new
construction of accessory structures if a principal structure already exists.

Board of Appeals. The City Council, acting as the Board of Appeals, approved two requests for metes
and bounds subdivisions. City Code defmes requests of these types as procedunil variances and is
therefore heard by the Board of Appeals. Typically, all subdivision of property shall be aCcomplished
through the platting process. The Board of Adjustment hears variances that are bulk standards in nature,

The first request was to consolidate two parcels owned by LAN D Properties, occupied by the Grosslein
Beverage warehouse. A common property line (both parcels owned byL AND Properties) existed
through the existing warehouse. The request was approved to clean up ambiguity in _legal versus illegal
non-conforming status. The-Board of Adjustment will hear a similar request for a variance to setbacks to
residential zones in the near future. -

The second request was to subdivide three properties in order to convey property to the City for right of
way purposes through metes and bounds. This is considered a temporary variance in that the City
anticipates platting of the. area in the future. The metes and bounds subdivision avoids duplicating
platting efforts in the future and allows the City the time to better understand the future development
plans of the area.

pc: .05.07.09

28
