<br />Councilmember Dehen suggested asking the Environmental Protection Board (EPB) to make <br />recommendations on alternative plans for voluntary compliance or establish an educational <br />program who own land surrounding wetland areas to see if there can be some ability for <br />volunteers to help out with native vegetation. He stated that he would like to have them begin <br />working on it and see some alternative plans, if this is repealed. <br /> <br />Mayor Ramsey stated that he envisions this process similar to the Ramsey Town Center OST <br />process. He noted that he spoke with Ralph Brauer to see if he would be interested in leading <br />this process. He stated that he would like to see an aggressive schedule to complete this process. <br /> <br />Councilmember Look noted that there is a meeting on May 4 at 1:15 p.m. with the LRRWMO <br />and part of the discussion will be about wetland buffering. <br /> <br />Councilmember McGlone stated that he likes the idea of a process similar to the Ramsey3 <br />process, but wants to make sure that both sides of the coin are presented, for example, not <br />everybody brought in is working for an environmental agency. <br /> <br />Councilmember Elvig stated that his problem is in repealing this ordinance is having nothing in <br />its place. He stated that he feels the current ordinance is about 90% good and is concerned about <br />an aggressive time frame because it is a complex issue. He suggested adding a variance option <br />rather than approving a full repeal. He noted his concern is what developers may come and do <br />during the time this is repealed. He stated that if this is repealed, the Council hasn't listened to <br />its Boards and Commissions. <br /> <br />Councilmember Dehen left the Council Chambers at 8:15 p.m. and returned at 8:17 p.m. <br /> <br />Councilmember Look stated that the Council is not anti-environment or even against a wetland <br />buffer, but would like to have a mechanism in place to reimburse or compensate landowners for <br />this wetland buffer area. He stated that he doesn't think there will be the exposure concerns that <br />have been expressed by some members of Council tonight. <br /> <br />Councilmember Jeffrey stated that he doesn't understand why the Council wouldn't retool this <br />ordinance without totally taking it off the table. <br /> <br />Councilmember Dehen stated that he feels this issue should be decided statewide and not just <br />locally. He called for vote. <br /> <br />Voting Yes: Mayor Ramsey, Councilmembers Dehen, Elvig, Jeffrey, Look, McGlone and Wise. <br />Voting No: None. <br /> <br />Motion by Mayor Ramsey, seconded by Councilmember Look, to waive the reading of the <br />Ordinance per City Charter. <br /> <br />Motion carried.
