<br />Case #2: <br /> <br />Introduction of an Ordinance Amending City Code Section 2.03.02 Boards <br />and Commissions <br /> <br />Assistant City Administrator Nelson reviewed the staff report. <br /> <br />Councilmember Dehen asked why language regarding inappropriate conduct is included if the <br />Council can remove someone with or without cause. <br /> <br />City Attorney Goodrich suggested that reprimand and suspenSIOn be included for these <br />situations, but not for removal. <br /> <br />Mayor Ramsey noted, for the public, that the Council could abolish any Board or Commission <br />with the exception of ED A and the Charter Commission. <br /> <br />Councilmember Jeffrey stated that he doesn't support this change and feels this will deter <br />participation. <br /> <br />Councilmember Elvig stated that to give such broad capabilities to the Council, creates a <br />situation where there is very little consequences for the Council in having to answer for their <br />actions. <br /> <br />Councilmember Wise stated that he feels a Council should be able to remove anybody that may <br />impede the Council's choice of direction or their will to have policy change. <br /> <br />Councilmember Look stated that the Council already has the power to do this, but this just <br />clarifies it a bit more. . <br /> <br />Motion by Councilmember McGlone, seconded by Councilmember Look, to introduce an <br />Ordinance amending City Code Section 2.03, Boards and Commissions. <br /> <br />Further discussion: Councilmember Look stated that he feels that there will still be discussion as <br />these situations come forward and reiterated that he feels this just clarifies what the Council can <br />already do. City Attorney Goodrich confirmed the language changes discussed were under item <br />2, page 135 " .. . discipline may include, but not be limited to verbal or written reprimand or <br />suspension from his or her position on the Board or Commission". <br /> <br />Motion carried. Voting Yes: Mayor Ramsey, Councilmembers McGlone, Look, Dehen, and <br />Wise. Voting No: Councilmembers Elvig and Jeffrey. <br /> <br />Case #3: <br /> <br />Adopt Ordinance to Repeal City Code Section 9.26 Entitled Wetland <br />Protection; Case of City of Ramsey <br /> <br />Associate Planner Gladhill reviewed the staff report.
