ill operation in the past; how will an airport zoning ordinance change <br />Mr. Otto - Stated that there are no guarantees, but under the airport <br />zoning ordinance, those types of uses would be restricted. <br />Citizen - Inquired as to the projected increase to air traffic with the <br />improvements. <br />Mr. Otto - Replied that the projected based aircraft over a 20 year period <br />would be from 29 to slightly over 50. The projected number of annual <br />operations is estimated to be 40 in the year 2005 (operations are take- <br />offs or landings). <br />Citizen - Inquired as to who picks up the cost of depreciation in property <br />values. If airport operations double, property values will decrease. <br />Mr. Otto - Replied that each area would have to be an individual case <br />study What has been shown in the past is that there is not a significant <br />increase or decrease in property values for a residence some distance away <br />from an airport. Commercial and industrial property tends to increase in <br />value. <br />Tine hearing went into recess at 8 :45 p.m. <br />Mayor Heimann called the hearing back to order at 8 :55 p.m. <br />Mr. Hartley proceeded to read a written comment received f rom Dan Erhart, <br />Chairman of the Anoka County Board of Commissioners, dated March 6. 1987 <br />which stated that it appears the proposed airport zoning ordinance may be <br />in conflict with the Waste Management Act of 1980 and a State Statute which <br />says that no city shall allow development to occur which has not been <br />approved by the Metropolitan Council and Metro Council shall not approve <br />actions which jeopardize the availability of a site for use as a solid <br />waste facility. <br />Mr. Hartley proceeded to read a written comment received f rom John <br />Robertson of 15039 Ramsey Blvd. stating that his property is partially in <br />Zone A and partially in Zone B and was deetermined to be all in Zone B; <br />suggested that any property touching Zone A should be considered part of <br />Zone A. <br />Mr. Hartley noted that the public has until 9 :00 a.m. on March 23, 1987 to <br />submit written comments regarding the proposed airport zoning ordinance. <br />George May - 999 Westview Drive, Hastings, MN - Stated that he is present <br />representing Tam Thumb, which is in Zone A, and inquired if there is a <br />purchase agreement or option to buy between Ramsey and the people who <br />currently own the airport. <br />Mr. Hartley - Replied that there is no purchase agreement or option to buy. <br />Airport Zoning-Board/March 11, 1987 <br />Page 7 of 12 <br />
