Citizen - Inquired if the federal funds will be used for future <br />improvements and more expansion of the airport. <br />Mr. Otto - Replied that the improvement project proposed in the Master Plan <br />is eligible for federal participation on any public use areas (land <br />acquisition, relocating residences or businesses, grading operations, <br />Wing of runway, lighting) . Those federal funds are developed from user <br />generated funds through general aviation or ticket taxes. Those funds go <br />into specific ecific trust fund designated for airport projects. It is the <br />city ' s intent to apply for funds to make the improvements outlined in the <br />Master Plan. The city is eligible for 908 federal participation. The <br />Master Plan and use of federal funds does not deal with any expansion <br />beyond these improvements. <br />Citizen - Inquired as to what consideration was given to existing <br />businesses on Hwy. #10. Northern Oxygen stores hazardous materials and <br />Operates two -way radios and equipment that emits radio frequencies. <br />Mr. Otto - Stated that users of the airport could respond to experiencing <br />any problems resulting from operations at Northern Oxygen. Zone B <br />prohibits uses that are potentially hazardous and could result in <br />explosions; Northern Oxygen is not in Zone B. <br />Citizen - r*x# red about existing churches and bowling alleys in Zone B; <br />they attract groups of people which would create a hazard. <br />Mr. Otto - Replied that because those uses were established in 1976s, those <br />properties are exempted; a property either gets exempted or it is <br />prohibited as a nonconforming use; those uses can continue because they <br />were there. <br />Citizen - Inquired if height limitations will allow for the planting of <br />trees on top of the landfill hill once it is closed. <br />Mr. Otto - Replied that the airport elevation is established at 870 the <br />horizontal surface would be established at 1020'; landfill elevation is <br />permitted to go to 1026 that elevation would be already penetrating the <br />1020 airport horizontal surface, although some consolidation of the <br />landfill is expected. Operators of the landfill are currently applying for <br />a certificate of need to vertically expand the site another 4 Under the <br />proposed zoning ordinance, the existing use would be permitted to continue; <br />any new use or expansion would be restricted. After oompleticn and closure <br />of the landfill site, no trees would be allowed to be planted at the top of <br />the hill. The operators may also not be able to expand the landfill <br />because of the zoning restrictions; they would need an airport permit and a <br />conditional use permit for the expansion. Landfills have been designated <br />by FAA to be airport hazards and a land use incompatible with airports; FAA <br />has indicated that they would not participate in funding for a project <br />until landfill operations cease. If the community is interested in <br />proceeding with an airport, it is in their best interest to protect any <br />investment in the airport and refuse continued operation of a landfill. <br />Citizen - Stated that the city has not been successful in stopping the <br />Airport Zoning Board/March 11 1987 <br />Page 6 of 12 <br />
