and livelihood. The landfill is not adding to property value and the <br />people are paying for that; the people will have to pay for a solution to <br />the high water table; and now even if a home is not directly affected by <br />the airport, the people will be paying by way of a property value decrease. <br />People bought in this particular small residential area in good faith and <br />they have been paying for it ever since. These people were told they would <br />not have water in their basements, there would be no C130's in their back <br />Yards and the landfill would be developed as a recreational area. Mr. <br />Warhol stated that he is not in favor of the airport project; that the <br />project is adding a burden above and beyond what the people in this area <br />should be put through. <br />R.G. Miller - 14726 Ramsey Blvd. - Inquired if Barton Sand and Gravel will <br />be allowed to operate until the airport project is settled or will their <br />operation not be allowed to start. <br />Mr. Hartley - Replied that airport zoning would have an impact on a <br />proposed use such as that of Barton Sand and Gravel. With respect to <br />Barton's use being temporary between now and the time of airport <br />development, that is a decision that the Board of Adjustment would have to <br />consider. It is clear that airport zoning would not permit the sort of use <br />Barton is proposing. <br />R.G. Miller - Stated that he is in favor of the airport project because he <br />would rather see planes than asphalt trucks every few minutes. Mr. Miller <br />stated that he can't see letting Barton build and the city having to buy <br />him out when they knew the airport was coming. <br />Mr. Hartley - Stated that as he understands it, Mr. Miller would like to <br />see a policy statement in the zoning ordinance that would state that these <br />kinds of uses would not be permitted even on a temporary basis. <br />R.G. Miller - Stated that if the city lets the Barton Sand and Gravel <br />Company property begin to develop, it will cost more to acquire that <br />property at a later date. <br />Mr. Jack IPpel - Airport Commission Chairman - Stated that the Airport <br />Commission met during recess to discuss the Barton Sand and Gravel proposal <br />for an asphalt plant. The Commission passed a motion to inform the <br />Planning and Zoning Commission that the Airport Commission is opposed to <br />the granting of a conditional use permit requested by Barton Sand and <br />Gravel on the basis that it conflicts with the current Comprehensive Plan, <br />the proposed facility location is adjacent to a residential neighborhood <br />and creating potential impact to Gateway North Airport and the current process <br />of an airport zoning ordinance. <br />Mr. Hartley - Wained that Barton Sand and Gravel is the new owner of <br />land immediately north of the airport and they are requesting a conditional <br />use permit to operate an asphalt plant at that location.
