there are at the airport currently. <br />Mr. Otto - Re ied that the forecasted operations for 1985 -86 were 9,000 - <br />10,000 operations annually. The forecasted operations for 2005 is 40,000 <br />annually. <br />Joe Sentyrz - Stated that 40,000 annual operations is more than 100 /day; <br />that presents a safety hazard for places like the bowling alley, day care <br />center, church and Northern Oxygen. It has been said that these uses are <br />exempted from restrictions because they presently exist; does that mean <br />that the safety hazards that exist are disregarded? <br />Mr. Otto - Stated that the proposed ordinance is a draft presented for <br />discussion with respect to whether or not there should be additional <br />restrictions on properties. The uses that exist now, whether they are <br />conforming or nonconforming, will continue to exist. <br />Joe Sentyrz - Inquired if a property land use could change to a completely <br />different nonconforming land use in the future if it is currently <br />considered a nonconforming use. <br />Mr. Otto - Replied that technically, it may be possible if the use is still <br />within the guidelines of a commercial area; a completely different type of <br />use may be prohibited. <br />Joe Sentyrz - Stated that he is opposed to the airport project because 100 <br />operations a day will mean that he will have air traffic over his house <br />every day. There will not be a crosswind runway to absorb some of the <br />operations and the prevailing winds will mean that most of the flight <br />patterns will be over his house. A hone in the flight pattern will <br />decrease in property value. Mr. Sentyrz then referred to Page 23 of the <br />ordinance (Section VIII.B Permits for Existing Uses) and inquiired if <br />existing uses would be exempt from restrictions outlined in this section <br />regarding rebuilding and expanding. <br />Mr. Otto - Replied that nonconforming uses would have to comply with the <br />restrictions in this section; permits cannot be granted to expand to be a <br />greater hazard to air navigation. If the existing use was a conforming <br />use, they cannot be prohibited from rebuilding or expanding. <br />Sharon Mager - 7260 152nd Lane - Stated that she can't see how the airport <br />improvements can take place without decreasing surrounding property values. <br />The cost of the airport improvements will be more than the citizens of <br />Ramsey want to bear for a facility that may or may not attract more <br />business to the area. Stated that it is estimated that 45% of the air <br />traffic will be itinerant; that kind of traffic will not bring much revenue . <br />to the City. <br />Mr. Otto- Replied that itinerant operations are preferable; local <br />operations tend to be training flights; the greater the intinerant <br />operations, the greater the revenue to the city. <br />Sharon Mager - Inquired as to what the citizens can do at this point to <br />Airport Zoning Board/Narch 11, 1987 <br />Page 10 of 12 <br />
