Bartley .tated that the appropriate time for moratoriums is at the time <br />the zoning it adopted and the City had better be ready to begin dealing <br />with property acquisition at that time. <br /> <br />Chairman Ippel .tated that Planning and Zoning and Airport conduct a joint <br />meeting with Merland Otto regarding this Commission'. needs with respect to <br />zoning. <br /> <br />Mr. Bartley cautioned against doing anything that would cause Planning and <br />Zoning to take any actions that would imply moratoriums; implied <br />moratoriums can be proven in court to damage properties. <br /> <br />Chairman Ippel stated that he was not intending to influence Planning and <br />Zoning actions but rather update that Commission as to what is happening <br />with respect to the airport and it's zoning. <br /> <br />Consensus was that a memo should be forwarded to Planning and Zoning <br />informing them that the airport zoning process has received authority to <br />proceed; that once the Airport Commission has reviewed the draft ordinance. <br />the}! will be meeting with Planning and Zoning regarding lame. <br /> <br />( <br /> <br />Chairman Ippel inquired as to who will enforce airport zoning after it's <br />adoption. <br /> <br />Mr. Bartley replied that enforcement will be by the Airport Board of <br />Adjustment which may consist of City Council, Planning & Zoning, Airport or <br />some new body. <br /> <br />HiRcel1aneouB <br /> <br />Hr. Bartley stated that he has received telephone calls regarding the <br />airport issue and the common concern expressed by affected property owners <br />is not knowing whether or not the airport will be improved, which <br />properties are to be acquired and the impact of airport zoning on the <br />saleability of property. Mr. Bartley stated that he has tried to keep <br />people informed of the airport status. Mr. Bartley requested that as the <br />Airport Commission goes about developing zoning, reviewing the <br />environmental ~pact statement and submitting applications for funding, <br />they keep the process moving along as quickly as possible for the benefit <br />of those property owners left in limbo. The whole process is a balancing <br />act between not implying moratoriums prior to the City having money <br />available for acquisition costs and not taking too long to go through the <br />processes for the benefit of those persons who are. in effect, in a state <br />of change. <br /> <br />( <br /> <br />'- <br /> <br />Airport/December 3, 1986 <br /> <br />Page 3 of 4 <br />
