a) '1'0 provide a greater margin of safety, util ize runway low-end
elevatim rather than runway high-end elevation to set safety
zones.

b) Add a clause prohibiting non-can~tible uses within Zone C.

Mr. otto stated that the ordinances is drafted assLlning City Council will
establish itself as the Airport Zoning Board and the City's existing Board
of Adjustment will also serve as airport board of adjustment. The height
limitations oontained in this ordinance would serve as a basis to stop
landfill vertical expansion. Landfill operators would have to awroach the
City for a permit to expand into airport airspace. If that happens and the
City denies the request, suspect landfill operators will spend the money to
get the ruling overturned.

Mrs. Rick - R>ted that in Safety Zone A, only the hanes on one side of
Limonite would be aQluired; this means her home would face an open field
and she feels this devalues her property. Airport improvements will bring
increased air traffic. Is the City really considering all this money just
to accanodate smaller aircraft? If the inprovenents are approved because
it is an existing site, who's to say it won't be further expanded because
it is an existing facility?

Mr. otto replied that implenent safety zones provide a greater margin of
safety than what presently exists.

COmmissioner Sieber stated that increased air traffic and not increased
aircraft size is the intent of the airport improvements.

Camlissioner Barnes stated that mce the inprovements are made, the bulk of
Gateway's business will be 2-4 seater airplanes.

O1aicnan lppel stated that geographic items like Bwy. 110, Burlington
Northern railroad tracks and the Mississippi River prohibit further
expansion of the facility.

Mr. otto pointed out that the airport has been at this location for 15
years; the City is considering upgrading, not expanding, an existing
airport and iDproving the margin of safety.

O1ainnan lweI noted that Gateway is designed to handle single and light
twin engine aircraft. '!be airport master plan operations projection for
the next 20 years talks about getting back to a level of operations similar
to what was seen at the airport in it's peak activity years (late 1970's).

Mrs. Rick irquired as to who will pay for the devaluation to properties
located adjacent to airport safety zones.

Mr. otto stated that the burden of proof has to be established by the aiDer
of the property.

ftltim by Commissioner Sieber and seconded by Commissioner Chapnan to
Airport/January 14, 1987

Page4 of 5
