<br />CITY COUNCIL WORK SESSION <br />Topic Report: Discussion of Complaint Regarding the <br />Conduct of a City Council Member <br /> <br />By: Givonna Reed Kone, Human Resources Manager <br /> <br />Background <br /> <br /> <br />;L <br /> <br />--- <br /> <br />At the April 14, 2009 meeting of the City Council, Mr. Robert Sibilski filed a complaint <br />against Council Member Look. The complaint questioned the appropriateness of Council <br />Member Look's conduct in sending an email to Mr. Sibilski, the content which, Mr. <br />Sibiliski found offensive. The written complaint and the email in question are attached <br />for your review. <br /> <br />In reviewing the relevant provisions of the City Code, and based upon consultation with <br />the City Attorney, staff recommends that the City Council rely upon Section 2.01.02, <br />Subd. 5, Decorum and Order-Councilmembers (see attached) to determine whether <br />Council Member Look's actions were inappropriate. Although section 2.01.02, Subd. 5 <br />. seems to focus on the conduct of City Council Members at City Council meetings, staff <br />believes that this section of the City Code may be applied more broadly to cover conduct <br />outside of official meetings. <br /> <br />Action Items <br /> <br />Based upon the information presented and the relevant sections of the City Code, <br />determine: <br /> <br />1. Whether a violation of the City Code occurred. <br />2. What action will be taken, if any, if a violation did occur. <br /> <br />Any direction given at the Work Session will be presented at the May 12,2009 City <br />Council meeting for formal consideration. <br /> <br />Attachments: <br />1.
