5.Q SUMMARY OF RECOMMENDED STATUTE CHANGES <br />This section summarizes t11e proposed changes to Minnesota statuhli hed aonsdstruckthrough). <br />statute are highlighted and underlined, proposed deletions are h g g <br />5.1 Urban District <br />Statute 169.01, Subd. 59. Urban district. "Urban district" means the <br />territory contiguous to and including. any street or highway which is built up <br />with structures devoted to business, industry, or dwellinghouses situated at <br />intervals of less than 100 feet for a distance of a quarter of a mile or more. <br />5.2 Rural Residential District <br />The current definition for Rural Residential District is found in MS 169.14, Subd. 2(c). It <br />is recommended that it be removed from its current location in statute, redefined, and <br />reintroduced in the definition portion of statute, 169.01: <br />c+~,,,+~ t ~9 ~1 _Subd. xx.,__Rural Residential District. Residential Roadway. "Residential roadway" <br />~ ~ that is less .than one-half mile in length <br />means a street e~~-~-~-~=---- <br />and is functionally classified as a local street by the road authority having , <br />jurisdiction. <br />5.3 Speed Limit Statute. <br />Statute 169.14, Subd. 2. Speed limits. (a) Where no special hazard exists the <br />following speeds shall be lawful, but any speeds in excess of such limits <br />shall be prima facie evidence that the speed is not reasonable or prudent and <br />that it is unlawful; except that the speed limit within any municipality shall <br />be a maximum limit and any speed. in e t ess thereof shall be unla~ L <br />(1) 30 miles per hour in an urban distric <br />(2) 6S miles per hour on noninterstate freeways and expressways, as defined <br />in section 1.60.02, subdivisioi119; <br />(3) SS miles per hoax in locations other than those specified in this section; <br />(4) 70.miles per hour on interstate highways outside the limits of any <br />urbanized area with a population of greater than 50,000 as defined by order <br />Page 25 <br />-180- <br />
