CASE # ' <br />REQUEST FOR SITE PLAN REVIEW OF <br />NAU INSURANCE PARKING LOT EXPANSION; <br />CASE OF SHARP AND ASSOCIATES <br />By: Tim Gladhill, Associate Planner <br />Background: <br />Sharp and Associates have submitted a site plan to expand the parking lot for NAU Insurance on <br />a portion of the adjacent property (Outlot A in Ramsey Town Center 4~` Addition). The subject <br />property is bordered by Sunwood Drive on the south and Rhinestone Street on the west. <br />Notification: <br />Site Plans. do not require a public hearing. <br />Observations: <br />This building represents the first of three office/retail buildings on this block. The proposed lot is - - <br />. approximately 1.27 acres in size, and is located within the Town Center subdistrict TC-3. The <br />proposed office/retail building is a permitted use within this district. City Code requires a Floor <br />Area Ratio (FAR) of 0.25 in the TC-3 District. On this particular lot, the FAR requirement <br />equates to a minimum 13,872 square feet of floor area when a building is constructed. <br />The Town Center Zoning District established setback standards based on the principle of "build <br />to" lines rather than traditional setbacks. The only setback requirement in the TC-3 District is in <br />the front yard, where buildings must be within 0-15 feet of the property line. At least 60% of the <br />front facade must meet this setback. Setbacks will be reviewed as part of a future site plan. <br />The grading, drainage, and utility plans will need to be revised in accordance with the City Staff <br />review letter. Inspection and surety fees have not been calculated at this time. and will be <br />forthcoming. <br />Additionally, the Town Center Zoning District has a maximum parking restriction.. Office uses <br />are required to provide a maximum of 3 stalls per 1,000 square feet. The Applicant is proposing <br />64 parking spaces. Since with this site plan, the parking lot is being constructed in advance of <br />the building, the future building size will be limited to 21,333 square feet. This restriction would <br />not apply to the first/street level if that Level is anon-residential use. This restriction will be re- <br />calculated based on future site plans and parking lot modifications. The office building is <br />proposing to derive access from. an existing access on Sunwood Drive and 145` Avenue. A <br />cross access agreement will need to be secured since the parking lots will be joined. An <br />additional access is proposed to be constructed on 145' Avenue. <br />-201- <br />
