Final Site Plan Review: NAUParking LotExpansion <br />May 8, 2009 <br />Page 3 of 4 <br />Traffic Generation: As part of the Town Center AUAR, a detailed traffic analysis was completed that <br />anticipated the type and size of development shown on the plat. The proposed development is consistent <br />with the traffic modeling system used as part of the AUAR analysis. Regional road improvements to <br />facilitate the whole Ramsey Town Center development have been agreed upon acid have already begun <br />construction. This proposed development does not generate more traffic than was anticipated. <br />Building Height: The TC-3 District requires buildings. to be 1-4 stories in height. This requirement will <br />be reviewed as part of a site plan for any future building on the subject property. <br />Parking Standards: City Code states that office uses within the Town Center are required to provide. a <br />marximum of 3 parking stalls per 1,000 square feet. Since, in this case, the parking lot is coming before <br />the building, City Staff has performed a reverse calculation to restrict the future building size based on <br />the number of parking spaces proposed. With 64 spaces proposed, the maximum size the future building <br />can be is 21,333 square feet. This 21,333 square foot restriction would only apply to floors 2-4 if the <br />first floor/street level is non-residential, in which case the parking requirement for that level can be <br />calculated using existing on-street parking. This restriction can also be modified with amendments to the <br />parking plan through a future site plan. <br />Signs: Please note that -all signs for the proposed building must be approved through a separate sign <br />permit process. <br />Waste Storage:- City cture o rcontainert This wil be eviewedrwith any futureldevelopment. within a <br />completely screened stru <br />Lighting: It doesn't appear as if there is any lighting proposed on the plans.- Please provide the City with <br />details regarding the lighting that will be located in the parking lot for review. City standards require that <br />the luminaire (light source) must not be visible from beyond the property line. The applicant should <br />submit shop drawings. of the lighting fixtures for review and approval by the City Engineer. <br />REU Number: The Residential Equivalent Unit (REUercent of hm erviousssurfacec overageartDue to the <br />charges for stormwater management, and xs based on p p <br />increase in impervious area with this project the REU will need to be revised accordingly. Please <br />provide the impervious area calculation so a new REU can be calculated. This item will be completed <br />with the building permit application. <br />Sewer and Water Trunk Fees: Sewer and Water Trunk fees will be collected in the future when a site <br />plan for building development comes forward. <br />Stormwater Management Fee: The trunk stormwater management fee will be collected in the future <br />when the site fully develops. The rate in effect at the time of final. approval will be charged. <br />Development Permit: As part of the approval by City Council, the applicant will need to enter into a <br />development permit. A separate development agreement will be executed between the City and Ramsey <br />Town Center LLC in regards to the plat and public improvements. The Development Permit will <br />enumerate the financial sureties needed by the City to allow construction of the project. <br />The City Council will be meeting at 7:00 p.m. on Tuesday, May 14, 2009 at the Ramsey Municipal <br />Center, 7550 Sunwood Drive NW to review your proposed site plan.
