Final Site Plan Review: NAUParking Lot Expansion <br />May 8, 2009 <br />Page 2 of 4 <br />implementing new topsoil requirement for all new construction, and would I would <br />highly encourage the use of -this new material in all irrigated areas for water <br />conservation. <br />• The sidewalk along 145' Avenue should be extended all the way to the intersection <br />of Rhinestone Street. <br />• Provide the City with a copy of your Watershed permit. <br />Landscaping: One (1) tree per every ten new parking stalls is required either within the parking area or <br />directly adjacent to the stalls and there are sixty-one (61) new stalls proposed. The landscaping plan, <br />dated April 29, 2009, includes sixteen (16) trees and eight (8) shrubs. Six (6) of the trees are within the <br />parking area or directly adjacent to the stalls. Staff has the following comments on the landscaping plan <br />prepared by Hakanson Anderson Assoc., Inc.: <br />• Due to the presence of Emerald Ash Borer (EAB) one (1) mile east of Minnesota and a <br />quarantine that is now in effect in Huston County,. MN, a non-ash species must be used in the <br />boulevard plantings along 145' Ave NW. <br />• Due to the low branching of the blue spruces, they should be planted far enough back from- the <br />curb to avoid conflicts with vehicles parking and/or maneuvering within the parking area. <br />• The following information should be included in the planting details and the plan should also <br />include a deciduous tree planting detail: <br />o Planting depth such that root collar/flare is. at finished grade. <br />o Remove twine, wiring, ropes and burlap from top and sides of root ball. <br />o Only prune out dead or damaged branches. All necessary pruning cuts shall be made just <br />outside of branch collar area. <br />o Remove all tags and labels. <br />o Wood chip mulch to a depth of 4 inches, tapering to a depth of 2-3 inches at perimeter; <br />shallow mulch near trunk (1 inch max, do not pile against trunk). <br />• Size of shrubs at time of plantings shall be at least twenty-four (24) inches in height. <br />• All unimproved areas of the site must be sodded. Any alternative to sod will require City. <br />Council's approval <br />Please revise and resubmit plans accordingly. It should also be noted that additionally landscaping will <br />be required at such time that a building is proposed for this site. <br />Irrigation: All new landscaping shall be irrigated by an in-ground .system. Irrigation metering and <br />backflow devices shall be approved as part of the Utility Plan, and installed accordingly. Irrigation rain <br />sensors shall be installed and appropriately placed throughout the site. <br />Tree Preservation: The site is devoid of any significant tree cover and therefore, no tree preservation <br />plan is necessary. <br />Access: The office building and parking lot propose to gain access from an existing ingress/egress on <br />Sunwood Drive as well as 145 Avenue on the adjacent parcel occupied by NAU Insurance. A cross <br />access agreement will need to be secured if the two parking lots are to be connected as indicated on the. <br />site plan. Also, the existing access onto Sunwood Drive will need to upgraded to City standards, and <br />include a concrete apron to the back of the sidewalk. In addition, one additional access is being proposed <br />on the subject property on 145'i' Avenue. No new accesses will be allowed on Sunwood Drive; now or in <br />the future. <br />-217- <br />
