Freedom Christian .Center International attachment B <br />Interim Use Permit Amendment Request. <br />To: The City of Ramsey <br />5-1-09 <br />I would first like to thank the Ramsey City Counsel for the approval of the interim use permit for <br />Freedom Christian Center International, We are very excited to have our new home in. Ramsey! <br />Update <br />The conditional use permit that was proposed on 4-14-09 was approved. under the following <br />conditions; <br />1. Remaining parking area should be lined to reflect the 91 stalls that they are required to <br />provide. <br />2. Across access easement should be required with adjacent property owner for overflow <br />parking. (to meet the need of an additiona123 stalls) <br />At the time of the 4-14-09 city counsel meeting; we had spoken with the adjacent property. owner <br />on the west side of complex, Ivan Clausen, and were of the understanding that the cross easement <br />use of his property would be no problem. Mr. Clausen stated that he only needed his lawyers to <br />look into the proposal and that we could come up with some type of agreement. <br />Reason for Request <br />Mr. Clausen's lawyers proposed a type of license agreement that we are not comfortable with as a <br />church. Although it may ultimately be workable, we do not like it in present form for the following <br />reasons; <br />a. Our church would be dependent on this agreement to keep our Interim Permit valid. <br />b. Clausen's current proposal is to allow overflow parking on Sunday only. <br />c. The additional expense of lawyers fees and rent. <br />After receiving this we began to explore the option of finding additional parking on the existing <br />Ramsey Square lot. Currently, most of the curb area in the back lot, as well as the truck loading area <br />behind the Freedom Christian Center site is unused. <br />Findings ' <br />The owners of Ramsey Square had Amcon, the original design firm for the site, determine exactly <br />how many additional parking stalls could be added to the existing lot. All codes concerning lane <br />widths, turning radius for trucks; etc, were considered. (Please see attached drawing) <br />According to this proposed layout, Ramsey Square can accommodate an additional 19 parking stalls _ . <br />without any interference to auto or truck traffic, including truck access to delivery docks. This <br />arrangement would provide 110 stalls on site, only 4 stalls short of the requested 114. <br />-224- <br />
