SECTION 3. SUMMARY <br />The following is the official summary of Ordinance #09-XX, which has been approved by the <br />City Council of the City of Ramsey as clearly informing the public of the intent and effect of the <br />of the Ordinance. <br />The amendments are to assist in policing pawnshops. Amendments include the photographing of <br />customers and pawn items. This is critical to the identification of parties that pawn stolen items <br />or use false identification. Other amendments make it illegal to pawn the property of another <br />person or topawn property that has a lien on it. A posting requirement on the premises and some <br />definitions were also updated. <br />SECTION 4.
