Motion by Commissioner Brauer, seconded by Commissioner Van Scoy, to recommend that City <br />Council adopt the Ordinance to amend City ~ Code 9.11 (Performance Standards) and 9.12 <br />(Signs), with the following stipulations: that City staff work on the size/number issue, with the <br />thought that the Planning Commission is more in support of a limit on the total square footage <br />than. number of flags; that a permit is required .with anything that requires footings using <br />specifications from the Building Official; that a 10 foot setback with footings is required for <br />residential; and that commercial setbacks will be the same as for signage. <br />Motion Carried. Voting Yes: Chairperson Nixt, Commissioners Brauer, Van Scoy, Cleveland, <br />and Rogers. Voting No: None. Absent: Commissioners Hunt and Levine. <br />Case #3: Discussion of Wind Powered Generator Regulations; Case of City of Ramse <br />ociate Planner Gladhill stated that staff is recommending a new City Code section to ess <br />wi turbines and generators that would allow them as a Conditional•Use Permit. He ted that <br />the eil is voting on a moratorium at their next meeting that will be in place fo months to <br />allow t for staff to research the issue. He stated that one of the things tha eed to be well <br />written is definition of these structures, similar to the cell tower ordin e. He stated that <br />staff has only the study and is just looking for some initial feed ,from the Planning <br />Commission on t ' issue. <br />Commissioner Brauer ed that he has heard concerns about ise and assumes that this has <br />come about because there a been some applications for th ' use. <br />Associate Planner Gladhill scat at the City hash requests for smaller, residential type of <br />structures. He stated that the will be loo gat these smaller types as well as the <br />commercial structures. <br />Commissioner Van Scoy asked who has ' d about this and what type of structure they were <br />looking at. <br />Associate Planner Gladhill stated at they were looks at residential units of about 40 sq. ft. He <br />stated that there wasn't a fo application, just an ~inq ' He stated that studying alternative <br />forms of energy was idenf din the strategic planning ses this year, so it is timely that this <br />is being discussed now. <br />Commissioner Clev and stated that she has some information on the types of structures from <br />Mason City, Iow that was implemented in 2006. She stated that she ive her information <br />to staff and su ested that the City talk to people who are in the industry an nd out what they <br />have seen i esidential areas. <br />Associ Planner Gladhill stated that staff has been talking with the City of Anoka ho has <br />give em contact information for the Great River Energy in Maple Grove.
