Case #5: Stormwater Model Overview <br />Background: <br />Civil Engineer Leonard Linton presented a PowerPoint presentation of the city-wide stormwater <br />models created as .part of the Surface Water Management Plan update.. His review outlined the <br />seven major drainage basins, Trott Brook, Golf (Rum .River Hi11s Area), County Ditch 66, <br />County Ditch 43, East Mississippi, Middle Mississippi and West Mississippi. He discussed the <br />general theory of the stormwater model. The model can look at a single event or use data <br />collected from a rainfall gauge. He presented data for the lined pond in Highlands at River <br />Park using rainfall data from 1997 - 2006. The pond was first modeled like a bowl with no <br />water leaving through infiltration. or evaporation. The water level stayed at the overflow <br />elevation. The-pond was also modeled with several rates of infiltration. The pond goes dry in <br />between each rain event, with water leaving through the outlet pipe for the larger rain events. <br />Action: <br />No action necessary. <br />Case #6: Discuss Scope of Dysprosium - Flintwood Safety Improvements <br />Background: <br />At the February 17, 2009 Public Works Committee meeting staff was directed to prepare a <br />feasibility study for improvements to Dysprosium Street and the Flintwood Hills neighborhood <br />that would increase public safety in this area. During the discussion a number of safety issues <br />and remedies, were offered by the neighborhood residents. The purpose of this case is to receive <br />direction regarding the scope of elements which should be considered in the preparation of that <br />study. <br />As a result of the discussion, the feasibility study will include a six foot concrete sidewalk along <br />the west side of Dysprosium Street and a five foot concrete sidewalk between Dysprosium Street <br />and TH 47 along 143`d Avenue/Argon Street and 142nd Avenue. There will be no speed tables or <br />street lights. <br />Action: <br />No action necessary <br />Case #7: Update on Proposed Changes to the Speed Limit Laws in Minnesota <br />Background: <br />This was. primarily presented as an informational case. The Legislature directed a Committee be <br />performed to study speed limits in the State. The point staff wanted to make was the one that is <br />most affecting us is what the City refers to as rural residential district, which says that if you <br />have structures that are spaced at least three hundred feet apart a 30mph speed limit can be <br />posted .while specifically states in Townships but doesn't apply to Cities. All of our suburban <br />subdivisions have spacings that don't meet the urban standard being less than 100 feet apart and <br />-101- <br />
