Maintain land owner rights.
III. Involve all citizens in decisions that impact their lives, property
and neighborhoods through the use of a facilitated process such as
collaborative decision- making
IV. Embrace a people- centered, long -term perspective that nurtures
neighborhood and community interactions and with flexibility to meet future
needs without compromising the needs and interests of current residents.
