<br />Further Discussion: Councilmember Look stated that he likes the recommendation of Joe Field, <br />Jason Tossey and Jim Bendtson as a more permanent Board. Mayor Ramsey stated that he <br />agrees and thinks this is more of a community service type thing and thinks a $75 stipend is a <br />little high because the other boards and commission are $25. <br /> <br />Amended motion by Councilmember Dehen, seconded by Councilmember Jeffrey, to have a <br />stipend of $25 per person for the Board of Administrative Hearings. <br /> <br />Further Discussion: Councilmember Jeffrey stated that his concern with Joe Field is that <br />because he was appointed to the Charter Commission, he didn't go through the interview process <br />like the other candidates. Councilmember McGlone stated that he thinks there should be an <br />attorney on this Board. <br /> <br />Amended motion carried. Voting Yes: Mayor Ramsey, Councilmembers Dehen, Jeffrey, Elvig, <br />and Wise. Voting No: Councilmembers Look and McGlone. <br /> <br />Case #11: <br /> <br />Consider a R~solution Confirming any Direction Given at the Work Session <br />Related to the Removal of a Commissioner <br /> <br />Human Resources Manager Kone' reviewed the staff report and discussion from the earlier <br />Work Session. <br /> <br />Councilmember Wise asked for an explanation of the attendance policy for Boards and <br />Commissions. <br /> <br />Human Resources Manager Kone' explained the attendance policy. <br /> <br />City Attorney Goodrich noted that Mr. Sibil ski, the Commissioner being discussed, is in the <br />audience this evening. <br /> <br />Councilmember Jeffrey stated that he does not support the removal of Mr. Sibilski and noted that <br />the letter on the attendance violations came on the heels of the letter to the editor in the Anoka <br />County Union. <br /> <br />Mayor Ramsey invited Mr. Sibilski to address the Council. <br /> <br />Mr. Sibilski stated that over the last several years he had very good attendance, but has had work <br />issues in the last several months that fell when the EPB held meetings. He stated that he wanted <br />to remain on the Board because they were already short a member on the Board. <br /> <br />Councilmember Elvig stated that he does not see writing a letter as grounds for dismissal.
