<br />Councilmember Wise suggested a "test drive" for a week before a longer-term permit is allowed. <br /> <br />Community Development Director Miller stated that they planned for the Special Events permit <br />to kind of serve as a temporary permit or trial run, until the IUP is either granted or denied. <br /> <br />Councilmember Elvig stated that he doesn't support waiving the fees, even though they are a <br />non-profit organization. <br /> <br />The Council discussed when fees have been waived and for what types of organizations. <br /> <br />Councilmember Jeffrey stated that he thinks the residents should be informed of the Special <br />Event Permit so they can pay attention and report back to the City if they have any problems. He <br />noted that escrow money that is unused will be returned to the applicant. <br /> <br />Motion by Councilmember Look, seconded by Councilmember Jeffrey, to Waive the $50 <br />application fee for a Special Events Permit. <br /> <br />Further Discussion: Community Development Director Miller asked if there should be two <br />mailings, one for the Special Events' Permit and another informing them of the public hearing. <br />Councilmember Elvig suggested grouping the motions together since the Special. Events Permit <br />was not approved yet. <br /> <br />Amended motion by Councilmember Look, seconded by Councilmember Jeffrey, to approve the <br />Special Events Permit to allow the North West Radio Control Club to fly radio controlled model <br />aircraft on the Al Pearson property and waive the $50 application fee. <br /> <br />Motion carried.
