<br />Motion by Councilmember Wise, seconded by Councilmember Dehen, to waive the reading and <br />adopt Ordinance #09-07 amending City Code Section 2.03, Boards and Commissions. <br /> <br />Further Discussion: Councilmember Elvig stated that he would not vote in favor of this change. <br />He stated that he disagrees with the amount of authority it gives to the Council. Mayor Ramsey <br />stated that he feels the Council already has the power, with a majority vote, to eliminate any of <br />the boards, with the exception of the EDA and the Charter Commission, and feels it just clarifies <br />what the Council has as its authority. Councilmember Jeffrey stated that he disagrees and feels it <br />is discouraging participation in the boards and commissions. He stated that he would not support <br />this amendment. Councilmember McGlone stated that you cannot run a ship if people do not <br />know what is expected of them. He stated that he does not see anything wrong with this because <br />it makes it clear for everyone coming in. <br /> <br />The Recording Secretary performed a roll call vote. <br /> <br />Councilmember Dehen aye <br />Councilmember Elvig nay <br />Councilmember Look aye <br />Councilmember McGlone aye <br />Councilmember Jeffrey nay <br />Councilmember Wise aye <br />Mayor Ramsey aye <br /> <br />Motion carried. <br /> <br />Case #4: <br /> <br />Adopt Proposed Ordinance to Amend Chapter 7, Section 7.13 Entitled Pawn <br />Brokers <br /> <br />Police Chief Way reviewed the staff report. He noted that there currently are not any pawnshops <br />in the City, so he feels this is a good time to make this amendment. <br /> <br />Motion by Mayor Ramsey, seconded by Councilmember Elvig, to waive the reading and adopt <br />Ordinance #09-08 amending Chapter 7 of the City Code, Section 7.13 entitled Pawn Brokers. <br /> <br />Further Discussion: Councilmember Wise noted that there are a few things in the ordinance that <br />he was not comfortable with, such as who decides who is considered of good moral character. <br />Police Chief Way stated that this section is not something that was amended; this was already in <br />our ordinance.
