DEVELOPMENT; <br />CASE OF COMFORTS OF HOME <br />By: Tim Gladhill, Associate Planner <br /> <br />Background: <br /> <br />Comforts of Home has applied for a rezoning to Planned Unit Development (PUD) for the <br />property east of Xkimo Street and South of 142nd Avenue; The Applicant is proposing to place a <br />portion of the propertY in a permanent conservation easement in exchange for a reduced parking <br />requirement. The Applicant is proposing to construct an assisted livinglmemorycare facility. <br /> <br />Notification: <br /> <br />In accordance with State Statute, Staff attempted to notify residents within 350 feet of the zoning <br />amendment. ' <br /> <br />Observations: <br /> <br />The property is approximately' 6 acres in size and C11ITently is vacant. The applicant is proposing <br />to develop one 46;:,unit assisted livinglmemory care multi-family building. It is staff s <br />understanding that the Applicant may wish' to construct a second facility in the future. The <br />property is currently zoned R-3 Residential and is located in the Metropolitan Urban Service <br />Area as well as the Wild and Scenic River Overlay District. The City of Ramsey Comprehensive <br />. Plan designates this area for high-density multi-family residential development with a density of <br />7 to 15 units per acre. <br /> <br />The applicant is proposmg that the subdivision be processed as a Planned Unit Development <br />(PUD). The applicant is requesting the use of a PUD due to the unique nature of their <br />development.. The applicant is proposing to develop a facility that will require a substantially <br />reduced amount of parking, according to the Applicant. <br /> <br />The following is a listing of deviations from City Code that the applicant is requesting to be <br />considered as part of the PUD request. <br /> <br />. Reduced number of parking spaces required Current regulations require that two and one- <br />half stalls per unit are required. The Applicant is proposing half that. amount. <br />. Reduced parkjng setbacks. current regulations require that parking nodes be setback 20 feet <br />. from road right-of-way. The applicai1t is proposing a zero parking node setback along Xkimo <br />Street in order to protect as much of the natural features in the rear of. the building as <br />possible. <br /> <br />1 1 <br />
