We are in receipt of a site plan, <br />landscape plan, as well as engineering plans consisting of four sheets, all prepared by eEl <br />Engineering Associates; Inc, dated April 30, 2009. We are also in receipt of architectural <br />drawings by Frisbee Architects dated April 14, 2009. We offer the following comments: <br /> <br />General: The subject property is approximately 6 acres in size and is proposing 46, <br />senior rental units. The total density is proposed to be approximately 7.5 units per acre. It <br />is bur understilllding you wish to complete a second phase project in the future. Any <br />future project must continue to meet the density requirement of7-15 units per acre. <br /> <br />Zonmg: The subject property is currently zoned R-3 Residential district, which is <br />intended to accommodate, high-density residential units greater than 7 units per acre, but <br />, less than 15 units per acre. M1,1ltiple- family dwelling uDits are a permitted use within this <br />district. The Subject Property is also in the Wild and Scenic River Overlay District. The <br />request has been forwarded t~ the Minnesota DNR for comment. <br /> <br />You are also requesting a zoning amendmentto Planned Unit Development (PUD). The <br />purpose of the PUD is to vary from the parking requirements to reduce the number of <br />spaces based on the need. City staff is supportive ,of this request in that it reduces the <br />amount of impervious surface, provides the least impactful developmerit scenario in <br />te:rms of traffic' generation for this zoning designation~ and you have agreed to place a <br />conservation easement on portions of the unused areas where feasible. <br /> <br />As part of the zoning amendment to PUD" you have indicated that you intend to place a <br />conservation easement on the property. Please prepare an exbibitthatindicates the <br />location of this conservation easement To qualify for a PUD, 50% private open space <br />must be preserved; Please indicate the square footage of the conservation easement with <br /> <br />48 <br />
