<br />The Mississippi River Trail in Minnesota: A Bicycling Masterpiece in tIte Making <br />JUlie 2006 <br /> <br /> <br /> <br />lVIRT IIVIPLEMENTS STATE STATUTE <br /> <br />As listed in 2005 The Mn/DOT Bicycle Modal Plan, the <br />following are state statutes relating to bicycle and pedestrian <br />acconunodations which the MRT can help implement. <br /> <br />Minnesota Statutes Chapter 174. Minnesota TransPoliation goals: <br />. Promote and increase bicycling as an energy-efficient, non- <br />polluting and healthful transportation altemative. <br />· Provide safe transportation to users throughout the state. <br />. Provide multi-modal and intennodal transportation that <br />enhances mobility, economic development, and provides <br />access to all persons. . . <br />. Ensure that the planning and implementation of all modes <br />oftranspOliation are consistent with the environment and <br />energy goals of the state. <br /> <br />Minnesota Statutes Chapter 116D State Environmental Policy <br />State government shall use all practicable means... <br />. to assure safe, healthful and aesthetic surroundings for all <br />citizens; <br />. to maintain variety of individual choice; <br />. to encourage styles of living that minimize environmental <br />degradation; <br />. to reduce the deleterious impact on air quality from operation <br />of motor vehicles with intemal combustion engines; and <br />. to minimize noise. <br /> <br />Milmesota Statutes Chapter 160.264 <br />When highway constmction would otherwise destroy an existing <br />bikeway or roadway used by bicycles, the road authority responsible <br />shall replace the destroyed facility or access with one comparable. <br /> <br />Minnesota Statutes Chapter 160.265 <br />The cOlmnission shall establish a program for the development of <br />bikeways prilnarily on exiting road rights of way. <br /> <br /> <br />MnlDOT Technical Memorandum <br />No. 04-030-ES-Ol "encourages a <br />safe and efficient bikeway and <br />pennanent trail system within <br />Tnlllk Highway rights-of-way." <br /> <br />04/03/2009 <br />
