ATTACHMENT 3
WORKPLAN FOR MISSISSIPPI WEST RESTORATION

Mississippi West Regional Park and City of Ramsey Stormwater Basin
Restoration

The southeast portion of Mississippi West Regional Park contains two parcels
totaling approximately 20 acres that border the Mississippi River and is a site that
has great potential to be restored to native oak savanna/native prairie. It
currently comprises of a 1-acre stormwater basin that treats runoff from an
adjacent residential development, a3-acre mowed area, a 13-acre old field, and
a 4-acre riverbank area.

The proposed body of work will be accomplished by a partnership between the
following organizations: City of Ramsey, Anoka County Parks, Anoka
Conservation District, and Great River Greening, MN Board of Water and Soil
Resources and Metro Conservation Corridors through LCCMR. Tasks will
include: 1) prepare the site for seeding and planting, 2) control invasive exotic
species so as to release existing native vegetation, 4) plant with native seeds
and plugs of local ecotype origin and 3) utilizing removed red cedars to create
revetments that stabilize eroding riverbanks on the Mississippi River.

Site Preparation

Site preparation around the pond will involve stump grinding of existing tree
stumps that surround the perimeter of the pond, as well as spot herbicide
treatments (spring/summer, 2009). Site preparation of the mowed area will
involve prescribed burning and broadcast herbicide applications to kill the
existing turf grass (spring/summer, 2009). Site preparation of the 13-acre old
field will consist of removing existing woody invasives (primarily eastern
redcedar, with some boxelder, cottonwood, Siberian elm, green ash, common
buckthorn and Tartarian honeysuckle), grubbing or grinding out the stumps, and
then performing a prescribed burn in the fall of 2009), with some spot herbicide
treatments will be applied as necessary. Site preparation of the Riverbank area
(between trail and river) will consist of removing overabundant grape vines by
cutting them near ground level, and then treating the cut stumps with appropriate
herbicide.

Planting/Seeding

Planting and seeding will commence upon successful site preparation. Planting
in the pond area will consist of either light hand seeding into existing vegetation
or nothing at all, since diversity is fairly good in this area. The old field will be
seeded with a drill seeder in the fall of 2009 following the prescribed burn. The
mowed area will be planted and seeded in combination, to affect a prairie
restoration with zones of shrub and forb (plug) plantings to create visual interest

Great River Greening

14
