<br />Councilmember <br /> <br />introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION #09-06-XXX <br /> <br />RESOLUTION SUPPORTING THE CITY OF RAMSEY'S APPLICATION FOR FUNDS <br />FROM THE FEDERAL CONGESTION MITIGATION AIR QUALITY PROGRAM <br />(CMAQ) GRANT PROGRAM ADMINISTERED BY THE METROPOLITAN COUNCIL <br />TO CONSTRUCT THE NORTHSTAR RAMSEY RAIL STATION IN THE CITY OF <br />RAMSEY <br /> <br />WHEREAS, the City of Ramsey has developed a park and ride facility as part of the <br />Ramsey Town Center Development; and <br /> <br />WHEREAS, the City of Ramsey has developed Ramsey Town Center as a transit <br />oriented development with a park and ride facility for use with the Ramsey Star Express bus <br />transit service; and <br /> <br />WHEREAS, the City of Ramsey has operated the Ramsey Star Express bus transit <br />service since January 2007 from the structured park and ride facility; and <br /> <br />WHEREAS, the Ramsey Star Express bus transit service has introduced an average of <br />265 transit passengers to the Northstar Corridor and has proven demand for a Northstar Ramsey <br />Rail Station at Ramsey Town Center; and <br /> <br />WHEREAS, the City of Ramsey in cooperation with the Northstar Corridor <br />Development Authority (NCDA) has performed preliminary design of the Ramsey Town Center <br />Rail Station and is processing a request to initiate the Final Design of the station; and <br /> <br />WHEREAS, the City of Ramsey in cooperation with the NCDA has performed a <br />NorthStar Ramsey Station Feasibility Study; and <br /> <br />WHEREAS, the construction of the transit station creates a highly visible and accessible <br />facility that will help reduce traffic congestion and air pollution not only for the Ramsey area but <br />also for the surrounding region; and <br /> <br />WHEREAS, the construction of the rail station supports the Northstar Commuter Rail <br />service through additional ridership and is ideally located adjacent to structured parking and <br />transit oriented development; and <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1. The City of Ramsey City Council endorses the application submittal to the Metropolitan <br />Council for Federal funding of the Northstar Ramsey Rail Station, and <br />2. The City of Ramsey City Council authorizes the City Administrator to send a letter along <br />with the application to guarantee the 20% local match for the project, and <br /> <br />RESOLUTION #09-06-XXX <br />Page 1 of2 <br />
