Two bids were submitted — Chicago Bridge and Iron Company <br />N.V. (CB &I Inc.) and Caldwell Tanks, Inc. The base bid prices were separated by less than four <br />percent. The apparent low bidder with respect to both base bid price and total bid price is CB &I <br />with a base bid price of $3,178,000 and a total bid price of $3,558,400, which includes optional <br />line items for landscaping and an alternate construction schedule. <br />To put the numbers in perspective, our Engineer's Opinion of Probable Construction Cost dated <br />3/20/09 had a base price of $4,230,906 and a total price of $4,250,906 with landscaping. <br />We have reviewed the bids and recommend that the bid be awarded to CB &I based on the <br />following: <br />1. The bid is complete and meets all requirements required by the Instructions to Bidders. <br />2. CB &I submitted a base bid price $120,000 lower and a total bid price $74,500 lower than <br />the other bidder. <br />3. CB &I's base bid price is more than $1.05 million less than our Engineer's Opinion of <br />Probable Construction Cost. <br />4. PCE and the welding /coatings inspector, KCI, has worked successfully with CB &I and <br />their listed subcontractors on previous similar projects. <br />Civil - Structural • Water Supply - Municipal <br />
