Mayor Ramsey wants staff to focus more on certain streets that tend to be more problematic than
others. Wants City hall campus snow clearing reviewed to come up with a better system.

No Action taken.

Case #5:

Stormwater Model Overview

Civil Engineer Leonard Linton presented a PowerPoint presentation of the city-wide stormwater
models created as part of the Surface Water Management Plan update. His review outlined the
seven major drainage basins, Trott Brook, Golf ( Rum River Hills Area), County Ditch 66,
County Ditch 43, East Mississippi, Middle Mississippi and West Mississippi. He discussed the
general theory of thestormwater model. The model can look at a single event or use data
collected from a rainfall gauge. He presented data for the lined pond in Highlands at River
Park using rainfall data from 1997 - 2006. The pond was first modeled like a bowl with no
water leaving through infiltration or evaporation. The water level stayed at the overflow
elevation. The pond was also modeled with several rates of infiltration. The pond goes dry in
between each rain event, with water leaving through the outlet pipe for the larger rain events.

No Action taken.

Case #6:

Discuss Scope of Dysprosium - Flintwood Safety Improvements

At the February 17,2009 Public Works Committee meeting staff was directed to prepare a
feasibility study for improvements to Dysprosium Street and the Flintwood Hills neighborhood
that would increase public safety in this area. During the discussion a number of safety issues
and remedies were offered by the neighborhood residents. The purpose of this case is to receive
direction regarding the scope of elements which should be considered in the preparation of that
study.

Vice Chair Dehen asked is there a reason why taking that road from 45 ft to 38 ft, there would be
no rationale for having a sidewalk on both sides of that road.

Public Works Director/Principal City Engineer Olson responded that you could have sidewalks
on both sides. He recommends it being a better gesture qf good faith by the Council to only put
a sidewalk on one side of the road.

Mayor Ramsey asked which side is the sidewalk going.

Public Works Director/Principal City Engineer Olson responded it would be on the west side.

Councilmember McGlone asked how wide.

Public Works Director/Principal City Engineer Olson responded 5 feet, unless directed
otherwise.

Public Works Committee / April 21, 2009
Page 6 of9
