Vice Chair John Dehen stated other than clearing the brush on 161st Avenue, the City doesn't
have any jurisdiction to do anything.
Mayor Ramsey wanted to comment that he did go out and look at this sight and he is in
agreement that these safety improvements need to be done.

Motion by Mayor Ramsey, seconded by Councilmember McGlone to recommend to City
Council that staff draft a letter to Anoka County Highway Department requesting the following
safety improvements to be considered at the intersection of 161 st Lane and Armstrong Boulevard.

Mr. Pat Surma was present and wanted to comment that this where he lives and with the new
church coming in it is going to become an extremely busy intersection. He also wanted to add
that with 12 new homes going in at the old Gun Club sight he is noticing more people using
161 st. He also mentioned with all the events that happen at the Kennels and Central Park the
potential accident rate is high and even though the sight lines are good at this intersection, people
just aren't paying attention. He spoke about the residents in his neighborhood and there use of
this intersection.

Motion carried. Voting Yes: Vice Chair Dehen, Mayor Ramsey, Councilmember McGlone.
Voting No: None. Absent: Counci1member Elvig

Mayor Ramsey wanted to add in the future for staff to look into considering a trail on the north
side of 161 st to connect between Armstrong and Variolite.

Public Works Director/Principal City Engineer Olson responded to this by saying there has been
some discussion of this with the planning of the church.

Case #4:

Summary of 2008-2009 Snow Removal Season

Vice Chair Dehen questioned before the presentation began why we are damaging so many
mailboxes. Public Works Street Supervisor Grant Riemer responded this year there were only
18, but the reasoning was, later in the season there was considerable ice build up along the curb,
which caused the plow wing to go up. Another fact he stated was that some of them may not
have been damaged by the City at all. When the driver comes upon a damaged mailbox and staff
doesn't get out there soon enough to get a picture and the residents reports it as City damaged,
we have no proof that we didn't do it.

Councilmember McGlone wanted it on record that he thinks at some point it should be discussed
to raise the $75 reimbursement fee to better cover the expense of the mailbox materials.

Public Works Street Supervisor Grant Riemer summarized the 2008-2009 snow removal season
with the mileage of the full scale of operation being the number of cuI de sacs and dead ends,
miles of sidewalks and trails, two fire stations, municipal parking lot and parking ramp, parking
lots in some of the parks. He reviewed all the equipment routes and equipment used. The salt
and sand used and the budget. He reviewed what determines when to start plowing. CuI de sac
plowing procedures and boulevard staking policy. How sod damage is handled.

Public Works Committee / April 21,2009
Page 5 of9
