<br />City Engineer Tim Himmer responded the benefit of this is that right now there is storm sewer in <br />the street at Riverdale and its overloaded as it is. The benefit is utilizing the easement in the <br />right of way to construct a pipe down Riverdale Drive where all other properties can eventually <br />connect to. <br /> <br />Vice Chair Dehen asked what is the detriment. <br /> <br />City Engineer Tim Himmer does not see any detriment right now to this. <br /> <br />Steve Young, 3844 York Avenue, Minneapolis wanted to explain that he is proposing to solve a <br />long term problem to this area and run this pipe all the way down. <br /> <br />City Engineer Himmer wanted to add that Mr. Young's desire is not to be out the full portion of <br />his cost. <br /> <br />Mayor Ramsey asked for City Administrator Kurt Ulrich's perspective on this. <br /> <br />City Administrator Kurt Ulrich responded by stating this site is important to the City and it is a <br />potential area to the Armstrong interchange. For the long term it will add the most value to the <br />property to get the proj ect done. <br /> <br />Mayor Ramsey mentioned the possibility of the interchange in the future and with that is not sure <br />if he wants to go through with the cost of oversizing the pipe. <br /> <br />City Administrator Kurt Ulrich explained that interchanges also need ponding and that is typical <br />why a bridge or new asphalt is put in for a road project that also needs to be ponded. This is an <br />opportunity, <br /> <br />Motion by Mayor Ramsey, seconded by Councilmember McGlone to recommend to City <br />Council selection of Option 2 per staff s recommendation. <br /> <br />Motion carried. Absent: Councilmember Elvig <br /> <br />Case #3: <br /> <br />Consider a Request for the County to Install a Crosswalk at the Intersection <br />of 161st Avenue and Armstrong Blvd NW <br /> <br />Assistant City Engineer Steve Jankowski explained that staff was contacted by Mr. Pat Surma <br />who resides at 7930 161 st Lane with a number of suggestions of improving the safety of the <br />intersection which consists of four elements of placing a crosswalk at the intersection on <br />Armstrong Boulevard. Those elements are 1) Place a crosswalk across Armstrong Boulevard 2) <br />Add a second Stop sign on the west leg of this intersection 3) Clear brush on the west leg of the <br />intersection to improve visibility of the existing stop sign 4) Place a flashing yellow light at the <br />requested crosswalk to add extra emphasis for it. With Armstrong Boulevard being in the <br />jurisdiction of Anoka County Highway Department the City can only make a written request to <br />consider these things, and that is staff s recommendation for doing. <br /> <br />Public Works Committee / April 21, 2009 <br />Page 4 of9 <br />
