<br />Mr. David Rauen asked why was the road allowed to reach the state it is in now? If it is <br />overlayed and in two years it fails, where are they at then? What does the overlay consist of? <br /> <br />Assistant City Engineer Jankowski replied it is 1 'lj inch of bituminous overlay. Public Works <br />Director/Principal City Engineer Olson replied to question Number 1. The roads were rated and <br />staff does the best with the resources available and that road caught up with us. <br /> <br />Mr. David Rauen asked if the petition goes through and the City just does patching and four <br />years later the road fails, is the property owners then stuck with the entire cost? <br /> <br />Public Works Director Olson/Principal City Engineer responded with what we expect from our <br />roadways in the City. A newly constructed roadway at five years receives a sealcoat. Another <br />five to seven years (year 12) another sealcoat. Year 19 is when an overlay is done. <br /> <br />Mr. Ross Chambers, 6285 143rd Lane, came to the meeting just to find out what was going on <br />and feels his improvement project is on an opposite spectrum of the Barthel's Rum River 2nd <br />improvement project. He thought he could try to save the City some money and the property <br />owners some money by decreasing the maintenance schedule because he feels his road is in <br />better shape than the Barthel's Rum River 2nd Addition project. <br /> <br />Public Works Supervisor Grant Riemer responded that Mr. Ross Chambers road is currently <br />rated at a five. <br /> <br />Motion by Mayor Ramsey, seconded by Councilmember McGlone, to recommend to the City <br />Council to order the projects as proposed with a letter being sent out to the residents with a final <br />review by the City Administrator. <br /> <br />Motion carried: Voting Yes: Vice Chair Dehen, Mayor Ramsey, Councilmember McGlone. <br />Voting No: None. Absent: Councilmember Elvig <br /> <br />Case #2: <br /> <br />Discussion of Storm Sewer Improvements within Alpaca Estates for Ramsey <br />Commons <br /> <br />City Engineer Tim Himmer stated the applicant of this case Steve Young is in the audience <br />tonight for the Ramsey Commons project which was approved by City Council in May of 2008 <br />which is located at the northwest comer of Armstrong and Riverdale. This is within the Alpaca <br />Estates subdivision and is jointly owned property to the west which is Alpaca Estates 4th <br />addition. City Engineer Tim Himmer explained that there is a regional pond approximately 1200 <br />feet to the west and the applicant is requesting to split the ponding capacity between the two and <br />staff is agreeable to that. Staff is recommending Option 2 allowing the applicant to write down a <br />portion of the initial installation cost of the pond outlet with their storm development fee, and the <br />pipe over-sizing to a trunk line paid through the stormwater utility fund. <br /> <br />Vice Chair Dehen asked what is the detriment and benefit to the City by going with Option 2. <br /> <br />Public Works Committee / April 21, 2009 <br />Page 3 of9 <br />
