stated that they feel a 24-foot roadway is the actual minimum width the road can be for public
safety. He stated that they would also propose creation of a 30-foot radius cuI de sac, with an
additional 10 feet right-of-way for snow storage. He stated that additional right-of-way will
need to be acquired to accomplish this.

Councilmember Dehen stated that if the City has existing prescriptive right-of-way existing snow
storage, why the City would have to get additional property beyond that.

City Engineer Jankowski stated that after the City puts in the 24-foot road, the City will be
tossing snow beyond the existing prescriptive right of way.

Councilmember Dehen asked if that can be part of the agreement with neighbors that the City is
allowed to plow snow onto the property.

City Engineer Jankowski stated that the City needs to determine how the additional right of way
would be acquired. He noted that the County records for price per square foot of properties
affected by this project is an average of $1.89 per square foot and this would create a range of
about $30,000 to $40,000 to do that. He stated that staff is proposing that they would cover the
property acquisition cost partially from the storm water utility and the remainder would be
considered a project cost and treated as a street cost elements which are divided 50/50 between
the City and residents. He stated that storm sewer locations would involve easements over
18015 Ute Street. He stated that it is a pretty tight schedule, but it could still be completed this
construction season. He reviewed the proposed schedule with possible construction in August
and September of2009.

Councilmember McGlone asked why the City is proposing a bituminous curb on this project.

City Engineer Jankowski stated that it was proposed primarily because of the cost.

Councilmember McGlone stated that he has them in his neighborhood and they are terrible. He
asked when the City starts repairing the mistakes of the past and let people get their money's
worth. He stated that concrete curb will last 70 or 80 years and bituminous curb will get ripped
up next year by a plow. He asked what the tonnage of this road would be.

Public ,Works Director Olson stated that it would be a 7-ton construction.

Chair Elvig stated that the Council hasn't weighed in on a new policy for the concrete curb issue.
He stated that he feels there are some extenuating circumstances on this street for curb and
gutter.

Richard Gidding, 18001 Ute Street, stated that if you have to have a 24 foot surface, he asked
why it wouldn't be built within the 30 feet and take temporary easements for construction and
then on top of that take the snow storage area as a temporary easement instead of permanent
right of way. He stated that they all realize there needs to be a place for the snow to go.

Public Works Committee / February 17, 2009
Page 12 of 19
